City Council <br />Special Meeting Minutes <br />December 2, 2008 <br />Page 6 of 18 <br />o Incentives to preserve historic resources that qualify for listing on <br />the Louisville Register of Historic Places; <br />o Incentives to preserve buildings that contribute to the historic <br />character of Old Town, but do not qualify for listing on the Louisville <br />Register of Historic Places; <br />o Incentives for new buildings and developments in Old Town to meet <br />additional guidelines to maintain and complement the historic <br />character of Old Town; <br />o Staff time to administer these programs; <br />• Incentives may include any of the following: <br />o Grants to preserve historic buildings or their facades; <br />o Acquisition of conservation easements on historic properties or <br />other eligible properties; <br />o Acquisition and rehabilitation of historic properties to be sold with <br />conservation easements; <br />o Grants or low-interest loans to preserve and rehabilitate eligible <br />properties; <br />o Funding of apublic-private partnership for preservation of buildings <br />of historic significance; and <br />o Funding of other programs to preserve historic buildings and <br />buildings, which contribute to the character of historic Old Town <br />Louisville. <br />• All program money must be spent within historic Old Town Louisville, <br />which is specifically defined by the zoning map, and zoning ordinances as <br />the "Historic Old Town Overlay District" anti "Downtown Louisville." <br />The ordinance was presented to Council as an emergency ordinance in order for <br />the new tax to take effect on January 1. If authorized by Council, the ordinance <br />will go into effect January 1, 2009 without the normal 30-day waiting period. <br />Mayor Sisk opened the public hearing and requested public comment. There <br />were no comments. <br />COUNCIL COMMENT <br />Councilor Dalton requested the wording of the ordinance in Paragraph B be <br />duplicated in Paragraph D to read as follows: "Funding of incentives for new <br />buildings and developments within historic Old Town Louisville to limit mass, <br />scale, and number of stories; to preserve setbacks; to preserve pedestrian <br />walkways between buildings; and to utilize materials typical of historic buildings, <br />above mandatory requirements". <br />City Attorney Light noted the ballot language regarding the financial incentives <br />must be consistent with the ordinance. He agreed the revision to the ordinance <br />could be made. <br />
