Ms. Becky Hogan, EDge Consulting, provided <br />assistance with the Plan's economic development component. <br />Plan Structure: The underlying structure and organization of the Plan was not <br />amended. The Plan has been amended to requirE; a review every four years <br />rather then the two-year interval adopted as part of the 2005 Plan. The next <br />review of the Plan would occur in 2011, which would incorporate the result of the <br />2010 Census. <br />Chapter One of the Comprehensive Plan Update discusses the role of the Plan <br />and the distinctions between the Framework Plan Map and the Zoning and <br />Subdivision regulations. All land use applications are to be reviewed for <br />conformance with the Comprehensive Plan. <br />The Framework Plan is a map, which reflects preferred land use patterns by <br />designating land use categories for specific geographical areas. The framework <br />Plan provides flexibility within a respective Opportunity Area. <br />Opportunity Area #1 -Includes approximately 165 acres of land located to the <br />east and west sides of Highway 42. The Plan recommended an additional <br />residential land area of 39 acres for an additional 116 residential units. <br />Opportunity Area #1 continues to have a total residential allocation of 752 units. <br />Policv amendments: No policy amendments proposed. <br />Opportunity Area # 2/ Hwy 42 Revitalization Plan - A Transit Development <br />Overlay exists in Opportunity Area #2 over the Hwy 42 Revitalization Area as <br />well as the Downtown Commercial District. Policv' Amendments: <br />1. Focus on collaboration with the Downtown Business Association, <br />Chamber of Commerce, and the Business Retention and Development <br />Committee. <br />2. Establish priorities for preserving existing residential and commercial <br />structures of historic value. <br />3. Promotion of pedestrian connectivity, including crossings and <br />underpasses at Highway 42, and existing rail tracks. <br />4. Promote additional public parking on the west side of the tracks. <br />Opportunity Area # 3 - A strategic area which should continue to be a key <br />employment center for the City of Louisville. This area will provide adequate land <br />supply for the development of light to medium industrial and business park uses. <br />Policy Amendment: 1.Implement a public trail system which provides <br />connectivity between the Colorado Tech Center, Downtown Louisville, as well as <br />the Coal Creek and Rock Creek regional trail systems. <br />Opportunity Area # 4 -Policy direction of the Plan reflects destination venues <br />and non-residential land uses should be a priority for the area, and such uses <br />
