City Council <br />Meeting Minutes <br />December 16, 2008 <br />Page 6 of 14 <br />Resolution No. 65, Series 2008. However no final action will be taken until <br />second reading of Ordinance No. 1545, Series 2008. <br />Mayor Sisk requested a Staff presentation. <br />Public Works Director Phare explained the ordinance provides for the <br />implementation of a single hauler refuse and recyclables collection program. It <br />set out regulations for proper handling of trash and recyclables, identifies parties <br />excluded from the program, places responsibility for supervising the program in <br />the Public Works Department and requires segregated accounting for program <br />expenditures and revenues. The ordinance further provides for setting fees at <br />some point in the future. Staff anticipates the expenses of this activity will be <br />offset by user fees, possibly including an account service fee, and revenues from <br />recyclable materials. <br />Program Goals: The goals of the program are to provide convenient recycling <br />services to help citizens decrease the amount of solid waste sent to the landfills; <br />enable individual households to reduce their cost to dispose refuse; increase <br />waste reduction and recycling practices; and reduce the volume of heavy truck <br />traffic on the City's streets thereby reducing City expenses for street <br />maintenance and repairs. <br />History to Date: The City Council established a goal for 2008 to develop a plan <br />for implementing a single hauler refuse and recyclables collection program. <br />Notice of the City's intent regarding the program was given in May; a public open <br />house was held in July; a Request for Proposals (RFP) was prepared and three <br />responses were received. Of the three, two were found sufficient for further <br />evaluation. Those RFP's were submitted by Wasi:e Connections and Western <br />Disposal. The third response did not provide adequate detail in its response. The <br />City Staff evaluated the two responses. Both vendors were found to have <br />adequate qualifications. Services Provided to Residents: refuse containers in 32, <br />64 and 96 gallons containers and recycling containners. <br />Western offered quarterly large item pickup, container exchange and collection of <br />composts and recyclables for up to six community sponsored special events at <br />no cost. Waste Connections offered weekly recyclables collection and a program <br />to pay residents for their recyclables through a coupon based program. <br />Mayor Sisk noted several emails from residents were received in support and <br />opposition of the single hauler proposal. He requ~ssted public comment. <br />PUBLIC COMMENT <br />Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO understood the City <br />was exploring athrow-as-you-go program and noted this proposal is not such a <br />
