• speed in excess of fifteen miles per hour shall not be considered careful and prudent driving. Section 10. PERSONS NOT PERMITTED TO DRIVE. (a) No person under the age of fifteen (15) years shall drive or operate any motor vehicle upon the streets of the Town of Louis- , ville, nor shall any owner or any person having in his charge or control any motor vehicle knowingly permit any person under such age to operate or drive=same therein or thereon. (b ) No person while under the influence of intoxicating liquor or any alcoholic drink or any narcotic or exhilirating drug, shall drive any kind of vehicle on the street , alleys or other public places of the Town of Louisville. Section 11. RIGHT OF WAY. Vehicles of the Fire Department and of physicians and surgeons in vehicles suitably designated, when on emergency calls, shall have the right of way on any street and through any procession. On the approach of any fire apparatus , responding to a call and sounding the bell or other warning device , the driver of any ve- hicle shall immediately drive close to the right hand side of the street and stop. Every driver of a vehicle approaching the intersection of a st- reet shall grant the right of way at such intersection to any vehicle approaching from the right. Section 12. OBSTRUCTION. No vehicle shall be allowed to remain upon or be driven so as to willfully blockade or obstruct any street , and no vehicle shall be so overloaded that the horse or horses or motor power shall be unable to move it readily. Section 13. MOVING VEHICLES. All moving vehicles shall be driven in a single file except when passing another and shall keep to the right of the center of the street. - A vehicle meeting another vehicle shall pass to the right. A vehicle overtaking another vehicle shall. pass to the left and shall not pull over to the right until, entirely clear of the overtaken vehicle and sufficiently ahead to insure ag- ainst collision. Section 14. TURNING TO RIGHT. Any vehicle turning into. another street .to the right shall turn the corner as near the right hand curb as practicable. Section 15. TURNING TO THE LEFT. Any vehicle turning into another street to the left shall pass to the right of and beyond the center of the street intersection before turning and the same course shall be followed in all cases where traffic signs or signals are erected, whether same be tem- porary or permanent and whether same be in the center of the in- tersection or not.
