2. "The structure will be constructed and placed on the building site so as to offer the <br /> minimum obstruction to the flow of floodwaters...." <br /> 3. "Structures will be firmly anchored as required to prevent the structure from floating <br /> away.... <br /> 4. "The lowest floor, including the basement floor, of any structure to be erected...shall <br /> be constructed on fill at or above the elevation or level required by this section .. <br /> According to the letter from Mr. Parker, he recommends that"a site development plan be <br /> developed that provides for elevation of buildings lowest floors a minimum of two feet <br /> above existing site grades. Site grading should provide adequate slope away from <br /> buildings and routing of storm-water flows adequate to prevent exposure to damage from <br /> all storm-water flows." <br /> Also,because the proposed structures will be constructed on International Building Code <br /> (IBC) approved foundations,this structure will have adequate anchoring to prevent any <br /> movement during a flood event. <br /> Therefore, this cntenon has been met. <br /> • 17.56.160 C. Fills or Deposits: <br /> 1. "Any fill or deposit of materials shall comply with subsection A of this section. " <br /> 2. "The fill or deposit materials shall have some beneficial purpose (and the amount <br /> shall not exceed what is needed during construction)" <br /> 3. "The fill or deposit of materials does not imprudently reduce the flood storage <br /> capacity of the waterway ...." <br /> 5 The fill or other materials will be protected against erosion by riprap " <br /> The attached analysis from the applicant's engineer, Mr. Curtis Parker, states "the <br /> proposed placement of fill will not imprudently reduce the flood-storage capacity of the <br /> waterway, will not encroach on the portion of the floodplain which would have <br /> significant flow during the 100-year flood, and will not reduce the hydraulic capacity of <br /> the waterway." <br /> An erosion control plan will also be submitted by the contractor for City review and <br /> approval pnor to any grading or construction activity in the floodplain. <br /> This cntenon has been met. <br /> • 17.56.160 D. Storage of certain materials. The storage or processing of materials which <br /> are buoyant,flammable, toxic, or explosive, or which in times offlooding could be <br /> injurious to human, animal, or plant life shall be at or above the flood protection <br /> elevation for the particular area, or shall be flood proofed in accordance with the <br /> standards and practices specified in section 17.56.250. Solid waste disposal facilities, <br /> such as junkyards or areas for dumping of refuse, shall also require review and approval <br /> of the planning commission and city council. <br /> 3 <br />
