Mr. Mitchell stated that the doors are one-way doors controlled through a lock mechanism activated by
an electronic button located the office.

Kimmett noted that there was a discrepancy of the length of the lease. He asked for dafification as to
whether it was a 20 or 120 lease. The application referred to a 2118 expiration date.

Mr. Scott stated that it was a typographical error and it is in fact a 20-year lease, with an expiration date
of 2018.

Mr. Scott then proceeded with the survey, directed by his company, Oedipus, Inc. He stated that this
was the standard survey to determine needs of the neighborhood for liquor applications. Maps of four
different site locations are generated, along with survey petition documents for residents and business
owners, who choose to sign for or against the application of the new liquor license. The signors may also
make any comment they wish in support or opposition of the application. The results are then tabulated
and appear in a report submitted along with all the petitions. The survey showed that a total of 1,039
door-knocks on households/or businesses. A total of 369 signatures were obtained, 315 were in favor
and 21 were not in favor.

Attorney Light stated that he did have original petitions and an advance copy of the survey results,
provided on January 19, 1999, and an original dated January 25, 1999. He asked that they be made a
part of the record.

Chairperson asked if there were any interested parties in the audience that wished to speak in favor of the
application. There was no response.

Chairperson Evans asked if there was anyone who wished to speak in opposition of the application.
There was no response.

Chairperson Evans dosed the public hearing and called for member discussion, comments or motions.

There was some discussion relative to the doors located in the rear of the building. Mr. Mitchell stated
that those doors were not for employee entrance, but for deliverys.

Modify Premises Application - S.T. Thedes, Ltd., dPo/a Pine Street Junction - H & R
Liquor License, 1006 Pine St.

The Authority had questions and concerns relative to Pine Street Junction Application to Modify
