Davidson suggested approving the ordinance with the amendment and instructions for the City <br />Attorney to finalize the wording. <br /> <br />Sisk moved that Council approve Ordinance No. 1246, Series 1997, with the following amendments: <br />on page 5, bottom of page, 4b. shall state, "....but in no event shall extend more than 12" and 24" <br />from the wall at the top."; on page 13, paragraph I, delete the words "....and proposed facilities" and <br />change it to "within a 2-mile radius of the proposed site."; on page 14, paragraph P, the deletion of <br />in the last sentence beginning with "...copies of notice to other providers, locations of other site with <br />five miles, and...".; on page 17, paragraph 4 at the top of the page, asking the City attorney to come <br />back with some language on maintenance hours. <br /> <br />Tanoue suggested after the words "...regular maintenance...", adding "activities which create noise <br />or utilize light in such a manor as to disturb the peace, quite and comfort of neighboring residents." <br /> <br />Sisk accepted Tanoue's suggested wording. Sisk added to the motion allowing staff to develop <br />language on the pole mounts, seconded by Mayer. Roll call was taken. Motion passed by a 6 - 0 <br />vote with Howard being absent. <br /> <br />DISCUSSION/DIRECTION - REQUEST FOR POSITION STATEMENT BY DRCOG <br /> <br />(1) <br /> <br />GUIDE THE RIDE <br />CTN BALLOT INITIATIVE <br /> <br />Bill Simmons, City Administrator, stated that there are two ballot issues on the November ballot: <br />Guide the Ride which would increase the RTD sales tax by .4% to a total of 1% and the Colorado <br />Transportation Network proposal that would raise funds for highway purposes using various revenue <br />sources, including a five cent/gallon fuel tax and other fees. DRCOG will be asking its various <br />members to vote on this. <br /> <br />Mayer was concerned about the CTN proposal as he had read in the Rocky Mountain News that <br />Boulder County would be second from the bottom in terms of money spent on projects. <br /> <br />Lathrop pointed out that what Louisville produces in revenue is totally disproportionate to what they <br />are expected to receive in benefits from the Guide the Ride by a lot. Most of the money is being <br />spent in the south Denver Metro area. He stated that its approximately 10 cents on the dollar of what <br />we put in is what we get back, very little coming back. <br /> <br />Mayer stated that RTD had said that when they build light rail lines in Denver and south, they would <br />take those buses and add additional service in this area. As far as the Capital Construction Budget, <br />we get virtually nothing. The MIS study has no provision for any funds to implement it other than <br />the $300 million for the HOV lane at Broomfield. <br /> <br />Lathrop wanted our money spent here. <br /> <br /> <br />
