City Council Utility Committee <br />Meeting Minutes <br />Tuesday, May 12, 2020 <br />Page 6 of 8 <br />and Councilmember Lipton asked if we could add sub totals, grand totals and <br />fund balances to the table. Then asked if they can provide description sheets for <br />each of the projects. Mr. Kowar said we'll pull together a packet and send to the <br />Committee. Councilmember Lipton said that would be his preference and Mayor <br />Pro Tem Maloney and Councilmember Fahey agreed. Councilmember Fahey <br />asked if we are going to have the staff to complete these projects that we have <br />budgeted. Mr. Kowar said yes we are finally re -staffed and now we are going <br />through this process of balancing the general fund and revenues that may impact <br />utility and project management work load. Work load depends on how Council <br />prioritizes in future. Councilmember Lipton asked if we can charge project <br />management off to the project. Mr. Kowar said no he has to charge that <br />Operational. Mayor Pro Tem Maloney explained that if we are looking at reducing <br />operating budgets and if those engineers can be part of the calculation that we <br />would be reducing by XX percentage then could lessen obligation of the General <br />Fund. Mr. Watson stated a lot of these engineers not only do utility projects but <br />they do General Fund and Capital Project projects. Mr. Kowar can change the <br />allocation to move from the General Fund to the Utility Fund if that is appropriate <br />to do so. The Committee continued discussing project management, General <br />Fund and Capital Fund. Councilmember Lipton suggested to have this <br />conversation again to make sure charges are allocated correctly. Mayor <br />Stolzmann suggested during budget discussions that the Committee should <br />approach it cautiously and be careful/thoughtful while evaluating if we have to <br />make reductions in staff and it just can't be blanket across the board because <br />there are projects we expect to continue to be done. As the Committee continued <br />discussing the different funds Councilmember Lipton stated that this may be <br />something we turn over to the Finance Committee when it is appropriate because <br />it is a broader conversation than just a utility aspect. Mr. Kowar said as far as <br />any Engineer or Project Manager goes he's open to whatever the City Manager <br />and City Council wants to do. Councilmember Lipton asked if he will get more <br />descriptive information on the Utility CIP Request. Mr. Kowar said yes he'll <br />bundle it and send out. <br />XI. Update — Water Resources <br />Page 23 & 24 - Mr. Peterson stated that water supplies are looking good and <br />drought restrictions are not being considered. Staff will continue to monitor <br />supplies for changes. The next chart shows the snow water equivalent for <br />mountain snow pact as being average. <br />XII. COVID — 19 <br />Page 25-30 — Mr. Kowar explained that the City has engaged with a company <br />called Biobot that provides a service sampling wastewater to determine the <br />presence of the COVID virus in the waste stream. Biobot is able to figure how <br />many particles of the COVID virus is in the wastewater and they extrapolate that <br />to a number of potential infections. Mr. Kowar said that by March 24t" we were at <br />8,400 copies and 2 weeks later we jumped to 9,700 and the latest one was <br />
