City Council Utility Committee <br />Meeting Minutes <br />Tuesday, May 12, 2020 <br />Page 7 of 8 <br />44,000. The testing cost which is $480 per month until June and will jump to <br />$4,800/month in July. We feel with the large price increase with this company we <br />are likely scale back and look for alternatives or possible Federal funding. <br />Councilmember Lipton asked if we could engage this company again if there is <br />another wave. Mr. Kowar said yes, but there might not be much value. Mayor <br />Pro Tern Maloney said he agrees with Mr. Kowar and thinks it is interesting <br />information but doesn't know how to use it and how it's actionable. <br />Councilmember Fahey also agreed with what's been said and not sure how to <br />use it. Mayor Stolzmann asked the Committee if they were okay with her <br />investigating a couple groups that may be willing to fund this for us. The <br />Committee continued discussing testing and how the City should have some type <br />of data. Mr. Kowar said we are a small city with a good size hospital where we <br />are going to correlate a sample date where we'll sample the hospital's effluent on <br />the same day we sample the wastewater. We are working with the surrounding <br />cities on this but don't have a lot of data yet. Councilmember Lipton stated <br />there's no harm with trying to get someone else to pay for it. Mrs. Balser said this <br />is all great information and we are making decisions about costs which is nice <br />info to have but know that we're going to have to make a decision soon and if we <br />can get someone to pay for it, that's great. At this point based on the cost it <br />doesn't make sense to move forward. Mayor Stolzmann stated the reason she <br />thinks this is worth pursuing is that this is our only window to test our population. <br />It seems we are obligated to find out how this is spreading within our community. <br />Mr. Kowar agreed and said there's no win/win on this policy right now and unless <br />ideally there is another funding source. Mayor Stolzmann said she'll touch base <br />with a couple groups she has in mind that may pay for this. Councilmember <br />Fahey mentioned that Councilmember Brown may know of an organization that <br />would fund this at a State level. The Committee agreed to look for alternative <br />funding but did not want to commit to funding this long term. <br />XIII. Good News <br />Mr. Kowar wanted to share a couple updates and included a few pages showing <br />what staff has been doing. Councilmember Lipton stated that we have a <br />wonderful staff working on the utilities. The Committee appreciated these <br />updates and complimented them on the great job. <br />XIV. Agenda Items and Date for Next Meeting <br />Page 8 - Work Plan, Councilmember Lipton started reviewing the items on the <br />list and suggested to schedule a June meeting and still meet in July/August. <br />Mayor Pro Tem Maloney thought that would be good and said that we did talk <br />about the Allotment Contract and if there are things we need to discuss to get a <br />better handle on what that decision process will be then sometime this summer <br />would be good. Mr. Kowar said that we have in July/August the Windy Gap <br />construction and Financing and asked if we should move it up. Mr. Peterson said <br />there is a legal committee working on the contract and pushing to have a draft <br />back to the participants in the next couple of weeks so maybe at the end of June. <br />9 <br />
