Lot 2 (Grain Elevator) wants to build <br />addition on the back of the Grain Elevation to within 2 feet of rear lot line. Addition <br />cannot be built on the front for historic preservation reasons. Layout calls for connection <br />of usable area between Lot 1 and Lot 2 on rear side. Lease from BNSF for part on west. <br />• Waiver requested for number of stories. Design Handbook for Downtown Louisville <br />allows for height of 35 feet with a maximum of 2 stories. 35 feet includes screening for <br />rooftop mechanical equipment. Requests 3 stories on Lots 1 and 3, and allowance to <br />extend rooftop screening material above 35 feet. <br />• Parking 63 spaces required, providing 64. Potential for 17 additional spaces, additional <br />lease from BNSF for 18 small car spaces. <br />• Preliminary renderings of building show them to echo the Grain Elevator and other <br />historic mining buildings. Historic Preservation Commission has seen proposal and is in <br />favor. <br />• Staff recommends approval of preliminary plat and PUD with one condition that the <br />waiver for the height and number of stories on Lots 1 and 3 be conditional pending final <br />design of out -lot A and buildings. <br />Commission Questions of Staff: <br />Moline asks about flood plain issues, says property appears to be entirely within the flood plain <br />Robinson answers property is within flood plain and applicant will be required to get flood plain <br />development permit. <br />Moline asks about sight lines from County Road and no -build easement. <br />Robinson answers applicant wishes to extend the no -build easement further north and south <br />along parking lot so view of Grain Elevator is protected. <br />Moline asks about what Comp Plan shows for this area. <br />Robinson answers Comp Plan developed under current regulations. <br />Tengler makes motion to enter letter from Garrett Mundelein, 555 County Road, Louisville, CO <br />dated July 9, 2014, seconded by Rice, passes by voice vote. <br />Tengler asks about timing of landmark process. <br />Robinson answers landmark will occur when final plat is approved as landmark site. <br />Tengler asks since landmark is in process after final PUD, what restrictions are developers <br />currently under regarding development of property and structure. <br />Robinson answers property still owned by City so any changes need City approval. It is treated <br />as if it is Iandmarked already, so changes go through Historic Preservation Commission for <br />alteration certificate. <br />Tengler asks about a small area plan for this part of Downtown and is it covered under the <br />Downtown Guideline. Do you have concerns that this might be out of step with intentions. <br />Robinson says it is covered by Downtown Guidelines. Nothing currently underway for additional <br />planning for Downtown. No concerns. <br />Rice asks about where the 64 parking spots are found. <br />Robinson answer 13 on north property line, 20 between Lot 3 and Lot 2, 22 between Lot 1 and <br />Lot 2, and 9 spaces on the lease. <br />Rice says only 55 spaces seen on plan. Plan relies on 9 offset spaces to satisfy requirement of <br />63. Can they rely on offsite parking to meet requirement. What happens if the lease ends or <br />the property is developed? <br />
