Planning Commission <br />Meeting Minutes <br />October 8, 2015 <br />Page 4 of 23 <br />➢ Dillon Storage Final Plat and PUD, Resolution 30, Series 2015: A resolution <br />recommending approval of a final plat and planned unit development (PUD) to allow for <br />a new 76,250 SF storage facility with a 1,196 SF office. <br />Applicant, Owner, and Representative: Allred & Associates <br />• Case Manager: Sean McCartney, Principal Planner <br />Conflict of Interest and Disclosure: <br />Published in the Boulder Daily Camera on September 20, 2015. Posted in City Hall, Public <br />Library, Recreation Center, and the Courts and Police Building and mailed to surrounding <br />property owners on September 18, 2015. <br />Public Notice Certification: <br />None. <br />Staff Report of Facts and Issues: <br />McCartney presented from Power Point: <br />DILLON STORAGE PUD <br />• 5 acre site located in CTC between Pierce Avenue and CTC Blvd, and located on the <br />north side of Dillon Road. The property is zoned Industrial so it follows the IDDSG and <br />follows all uses allowed in the Industrial zone district. <br />• This site was approved as a PUD called Dillon Center in 2001 but was never recorded or <br />acted upon. It was platted in 2001 but never recorded. <br />• Platting requires a 12% Public Land Dedication. <br />• Staff reviewed the application against the criteria established in: <br />o Sections 16.16.010 (General design and construction standards) <br />0 16.16.050 (Lots) <br />0 16.16.060 (Public Land Dedication) <br />• The plat complies with the above. There is a 35 foot right of way dedication that is <br />necessary for Dillon Road. <br />SITE PLAN <br />• 12 storage buildings surrounded by a wall. <br />• 76,250 SF total building area (74.6% coverage). 75% lot coverage permitted. <br />• In the building closest to Dillon Road, a 1,196 SF office will be located. <br />CIRCULATION <br />• Minimum 25 foot wide aisle widths. Established requirement by the Fire District for <br />turning radius for largest fire department vehicle. <br />• There are a couple aisles that are larger than 25 feet. <br />PARKING <br />• 9 spaces provided. This is similar to Empire Storage and look of office needs. Applying <br />this to IDDSG, office use requires 1 space for 250 SF or 4 spaces per 1000 SF. <br />• 1,196 SF office requires 4 spaces, but will provide 9 spaces. <br />• Parking permitted inside facility in front of unit. Staff finds 9 spaces comply with office <br />use of IDDSG. <br />ARCHITECTURE <br />• Material board entered into the record. Motion made by Moline, seconded by Brauneis. <br />Voice approval. <br />• Applicant and Staff worked together on building exteriors with articulation. Wanted to <br />avoid the stockade -like appearance. There are different building types with flat roofs as <br />well as angled roofs. They have break-ups between the walls with metal panel walls in <br />between the faces of the walls. The applicant worked to make the exterior resemble the <br />office site. <br />
