Is <br />there a spot to locate these dumpsters in a manner so they can be screened and not encroach <br />on the alleyway? <br />Zuccaro says I think there would be trade-offs but Staff believes there are opportunities to <br />some alternative dumpster enclosure. <br />Moline asks would we mostly be inconveniencing ourselves with respect to the alley. Are there <br />other utilities there or will it mostly be City work? <br />Zuccaro says there are utilities in the alley. People use the alley for access to their properties. It <br />is immediately adjacent to other residential properties. <br />Hsu asks if there are any impacts to traffic or parking because of this. <br />Zuccaro says no, we do not see this as an expansion even though the pool deck is expanding. <br />It is a fenced grass area and used by the pool. The facilities are not getting bigger. <br />Hsu says to clarify, there is a side setback waiver, but it is only 8". <br />Pritchard says in our packet, it shows 5 conditions. It shows 6 conditions on the Power Point. <br />Before it goes to CC, this should be changed. <br />Applicant Presentation: <br />Hillary Andren-Wise, Sink-Combs-Dethlefs, 475 Lincoln Street, Suite 100, Denver, CO <br />Kathy Martin, Superintendent, Parks & Rec, City of Louisville, 749 Main Street, CO <br />I am with the architect firm that has done the feasibility study. We have been involved for two <br />years. We are excited about the project. <br />Commission Questions of Applicant: <br />Moline says I have followed this project. I am sure there has been plenty of public involvement <br />in terms of amenities, and how you came to the decisions of choosing the improvements. Can <br />you comment on this? <br />Andren-Wise says the primary goal is to provide an updated structure and a better and safer <br />amenity to the public. The child top pool is old with 18" deep. We are upgrading it to a splash <br />pad idea to engage the smaller children while allowing families with older children to swim in the <br />existing pool. The green lawn space turns into a mud pit during the summer with the amount of <br />pedestrian traffic. There is a plan for a future shade structure to be included. Storage is a big <br />issue with swim teams, so we are providing a small storage building outside of the footprint. The <br />primary goal is to "get it away" from the Arts Center. The pool house is a 1970s building built <br />inexpensively. This will accentuate the historic nature of the park and let the Arts Center shine <br />while allowing the pool to be more functional. Security is a big issue. We are making it open air <br />so it has the feel of a bath house rather than an enclosed box. <br />Brauneis asks about the dumpsters. <br />Andren-Wise says there are several different things with the dumpsters. She shows an <br />overhead of the proposed building. Spruce Street is on the north, the alley is on the west, and <br />the dumpsters are currently located here. We have large utility transformers that serve both <br />buildings and may serve another property across the alley. We currently have two dumpsters in <br />the alley; one for Memory Square and one for the Arts Center. We are currently discussing with <br />the Arts Center about combining them. We have constraints on all sides of the property; an <br />alley, the Arts Center, pool outline, minimum clearances between the deck and building, and an <br />existing wall that will not be moved. We could move the dumpsters to the corner behind the Arts <br />Center where there are mature trees. In order to provide an enclosure in the alley, it would <br />become narrower for access. It currently accommodates vehicular traffic. We understand that <br />Public Works needs to access sewer and water that runs down the alley. This is a complicated <br />project with many elements. Without moving the utility transformers or moving the top pool, we <br />feel the best alternative is to leave the situation as is, and lessen the amount of dumpsters. <br />Brauneis asks what size the existing dumpster is. Andren-Wise says three yard, about 8' x 8'. <br />Moline asks if the dumpsters are currently enclosed. Andren-Wise says no. <br />Brauneis asks if trash generation is driven primarily by the pool population. <br />
