Planning Commission <br />Meeting Minutes <br />June 8, 2017 <br />Page 8 of 27 <br />• Consolidates parcels for Rec Center property <br />• Establishes utility and drainage easements <br />Staff Recommendations: <br />Staff recommends Planning Commission move to approve Recreation Center Expansion, <br />Resolution No. 13, Series 2017. A resolution for a Planned Unit Development, Plat, and <br />Special Review Use to allow for an expansion of 44,600 square feet to the existing 57,400 <br />square foot recreation center facility, with the following conditions: <br />1. Prior to the City Council hearing, the applicant shall amend the plans to provide a <br />continuous pedestrian connection between the Via Appia sidewalk and the new sidewalk <br />along the west side of the parking lot. <br />2. Prior to the City Council hearing, the applicant shall comply with all Louisville Fire <br />Protection District requirements and comment in the March 28, 2017 review letter. <br />3. Prior to the City Council hearing, the applicant shall comply with all Public Works <br />Department requirements and comment in the May 26, 2017 review letter. <br />Commission Questions of Staff.- <br />Hsu says the parking goal is 3 spaces per 1000 SF. Is that a good number in your estimation? <br />Zuccaro says that is the existing standard. Although the parking lot can be full, it is adequate for <br />the facility. This architect designs a lot of these projects/facilities and we asked them what an <br />appropriate standard was. They were comfortable with 3/1000 SF. <br />Brauneis says it is zoned RE, residential. Is that an artifact of history? <br />Zuccaro says yes because there is no municipal facilities zone district. A municipal facility <br />typically falls under another zone district, and then an SRU is done. <br />Brauneis says there is a trail entrance on the lower eastern side. Is it pointing into the parking <br />lot? <br />Zuccaro says there is an existing trail that runs directly into the Rec Center. Because of the <br />grade, the proposal is to take the existing trail, have a new extension, and a proposed cross <br />walk which will get pedestrians into the site. <br />Brauneis says there is decorative paving at the entrance. Public Works has looked at run-off <br />issues. Will the paving be permeable? <br />Zuccaro says no. The pavers will probably be concrete surrounding. Staff is not sure this has <br />been defined yet. It could be different colored paving or even stamped. The vehicular drop-off <br />would be a different treatment; not a paver but a different color. <br />Brauneis asks about the requested waiver for landscaping. How much of the proposed <br />landscaping is xeric? <br />Zuccaro says it has not been quantified. Staff has not analyzed it because it is not part of our <br />design guidelines. Perhaps the applicant knows what is low water use. I am confident there is <br />no new irrigated turf being proposed on the site. <br />Pritchard asks about vehicular access. How many cars can be queued in to make the left onto <br />Via Appia from the eastern access point? Maybe 6 or 8? <br />Zuccaro says I'd say a minimum of 8. <br />Pritchard says regarding the Nighthawk access, is that where staff will park? <br />Zuccaro says this has not been defined but I think there may be a lot of staff parking there. <br />Pritchard says the western vehicular access is proposed to be striped. It currently is a right -in, <br />right -out but it is not enforced as such. <br />Zuccaro says we discussed the most western access and the existing conditions. The Fire <br />Department is directly across the street and has their vehicles entering and exiting. The original <br />intent of this alignment was that left -out movement from the Rec Center parking lot and a left in <br />movement from Via Appia is not in the design for that street. There is a different surface, the <br />geometry of the medians discourages the movement, and there is currently no striping and <br />signage. It appears that the original intent was right -in, right -out only. There has been <br />
