He received the <br />mandatory disclosure. Pritchard has discussed this with Rice who feels he can have an <br />unbiased opinion. Pritchard concurs. No objections from the Commission. <br />Staff Report of Facts and Issues: <br />o This is a final plat and final planned unit development (PUD) for The Lanterns <br />which is 24 duplex units on approximately 4 acres. It is adjacent to Steel Ranch <br />neighborhood to the northwest and southwest, to the east is the Summit View <br />office park which has one medical office building, one vacant lot, and to the south <br />is an RV storage facility and dog daycare. <br />o Property is zoned PCZD-C/R. It is now part of the Takoda Village General <br />Development Plan. <br />o Under 2013 Comp Plan, it is called a Louisville urban neighborhood. There are <br />no residential design guidelines currently. It includes a residential, pedestrian <br />friendly road network with small lots and pedestrian scale buildings. <br />o Calls for extension of Kaylix Avenue to the south. Applicants would construct <br />intersection and curb returns and provide City funds to build the street. There is a <br />proposed land swap approved by City Council in February that will help extend <br />trail from Steel Ranch across Highway 42 into North End and beyond in both <br />directions. Applicant will pipe the divots in Highline Ditch along the south edge of <br />the property which is a safety and esthetic improvement. <br />o Proposal calls for 12 attached single family structures, 24 units total, using <br />existing block layout, one block between Kaylix Avenue and Hecla, along Summit <br />View Drive. <br />o Structures are 30' maximum height. <br />o Parking spaces are 2.83 spaces per unit, above standards, complies with GDP. <br />o Pedestrian friendly, buildings close to street, low scale, with landscaping. <br />o Street layout unusual in that the sidewalks will be placed outside the right of way. <br />They will be maintained by the HOA, which is covered in PUD and subdivision <br />agreement. HOA will remove snow and maintain them if they crack or need <br />replacement. Public Works is concerned about sidewalk maintenance if the HOA <br />disbands or stops maintenance, and then the City wishes to maintain them. <br />Public Works requests an easement for public access as well as the city <br />
