Louisville Local Licensing Authority <br />Meeting Date: April 30, 2001 <br />3 <br />Vice Chairperson Lipton asked the applicant to come forward, state their name and address for the record and <br />take the oath. <br /> <br />Attorney for the applicant, Jon Stonbraker introduced himself to the Authority and stated that testimony would <br />be given by Mr. Bret Mansur, 7589 W. Fremont Ave., Littleton, Colorado, and by Ms. Tonya Valey, 9690 <br />Brentwood Way, #204, Westminster, Colorado. <br /> <br />Deputy City Clerk Bolte asked Mr. Mansur and Ms. Valey to raise their right hands and proceeded with the oath, <br />"do you solemnly swear or affirm under penalty of perjury that the testimony you are about to give will be the <br />truth, the whole truth and nothing but the truth." <br /> <br />Mr. Mansur: yes. <br />Ms. Valey: yes. <br /> <br />Vice Chairperson Lipton asked Attorney Stonbraker to make his presentation. <br /> <br />Stonbraker called Mr. Bret Man'sur to testify to the needs and desires of the neighborhood. Attorney Stonbraker <br />requested the petition produced by Mr. Mansur be entered into evidence. Attorney Light asked for testimony <br />concerning the petition prior to admitting the item as evidence. <br /> <br />Attorney Stonbraker asked Mr. Mansur if his compensation was in any way dependent on the outcome of the <br />petition. Mansur stated it was not. <br /> <br />Stonbraker asked Mansur to describe the method of petitioning and summarize the results. Mr. Mansur stated <br />that the instructions on the petition stated that an application for a Hotel and Restaurant liquor license had been <br />submitted to the Local Licensing Authority and that the application would be reviewed on April 30, 2001. The <br />petitioners were instructed that only persons 21 years of age or older were to be permitted to sign the petition. <br /> <br />Attorney Stonbraker asked Mr. Mansur to detail the findings of the petition. Mansur stated that the resulting <br />calculations proved a 97% favorable rating, the highest approval rating he has seen for a Chipotle Mexican Grill. <br />Mr. Mansur stated that the summary is divided into two categories, business contacts and residential contacts. <br />Of the total two hundred thirteen contacts, two hundred eight were in favor of granting the liquor license with <br />five residences opposed. <br /> <br />Attorney Stonbraker asked the Authority if they had any questions for Mr. Mansur. <br /> <br />Member Jeffers asked if there was a map that indicated the parts of the City petitioned. Mr. Mansur stated that <br />he did have a copy that indicated each area surveyed highlighted in yellow. Member Jeffers asked if the <br />Authority could have a copy of the diagram for its records. Mr. Mansur stated the Authority could keep the <br />additional diagram as evidence. <br /> <br />Attorney Stonbraker asked that the entire petition including the additional highlighted diagram be admitted as <br />evidence a made a part of the record of this hearing. Attorney Sam Light asked members of the Authority if <br />they had any further questions for Mr. Mansur. Authority members stated they did not. Attorney Light asked <br />the Authority if they had any objections to admitting the petition as evidence and if not, a motion was required <br />to admit the petition and the highlighted diagram of the petitioned areas. <br /> <br />Member Jeffers moved to mark the petition as Exhibit 1 and enter it into the record of the hearing.
