It has the following <br />objectives: <br />• A compliant operation in good standing with state and local regulations <br />• Safe, consistent, and effective cannabis and cannabis products of the highest <br />quality <br />• Commitment to serving and educating customers, patients, and caregivers <br />• Commitment to scientific research and development <br /> <br />He then reviews the project’s proposal and tells the commissioners his background <br />history. He discusses the security measures that would be put in place for this business <br />that includes, architectural, operational, and electronic security measures, making it a <br />well integrated security design. <br /> <br />He mentions that he understands the high risk associated with cultivating and <br />dispensing cannabis, but he is committed to preventing any incidents of diversion by <br />implementing the following measures: <br />• Building a strong employee culture with a shared commitment to anti-diversion <br />policies <br />• Enforcing strict chain of custody and inventory control procedures <br />• Implementing and patrolling state-of-the-art surveillance system <br /> <br />He concludes his presentation by listing the benefits to Louisville, which include the <br />following: <br />• Local job creation <br />• Enhancing security of the area <br />• Community engagement <br />• Sales tax revenue <br />• Charitable contributions to local causes <br /> <br />Commissioner Questions of Applicant: <br />Williams asks what made him decide to build a new building, and did he look at any <br />vacant buildings in Louisville. <br /> <br />Banks says there were only a few plots that were available when Louisville approved <br />the ordinance to expand their dispensary program. There was a lot of competition; for <br />example, 20-25 applicants were competing to buy just one parcel, and there are not <br />many parcels in Louisville that conform to this use. <br /> <br />Williams asks if that means that he other buildings he looked into, there was heavy <br />competition in order to get them.
