Planning Commission <br />Meeting Minutes <br />July 09, 2020 <br />Page 7 of 17 <br /> <br /> <br />Banks says that there was certainly a rush and competition, so yes there was heavy <br />competition. <br /> <br />Diehl asks to get his perspective on staff’s lighting condition and asks if he can discuss <br />how he came up with the proposed hours of operation. <br /> <br />Banks says he understands staff’s recommendation of the lighting and he does want to <br />be a good neighbor. He says he will do everything in his power to not have any light <br />pollution. As far as the hours of operation, those hours were chosen because that is <br />what Louisville’s code allows. <br /> <br />Moline asks if he could address the concerns related to the extra parking. <br /> <br />Banks mentions that he has presented to other commissioning boards and says that <br />typically people want more parking. Usually individuals say that there is not enough <br />parking spaces being proposed. The decision behind the parking was very simple <br />though. We have the ability to have 5 parking spaces so we went with that additional <br />availability. <br /> <br />Hoefner says that he is interested to know their take on the screening along the open <br />space trail and their response to all the public comment regarding that topic. <br /> <br />Banks says that their intent is to beautify that plot, not make it worse. He thinks with the <br />mature landscaping put it in, it will enhance the area. <br /> <br />Jessica Emilia, property manager / owner of Emilia Construct, LLC, says that they <br />worked with the city planners to increase the landscaping evergreens above and <br />beyond what code required, in addition to the concrete wall. Instead of the concrete <br />wall, she mentions that they could have just used landscape shielding but thought <br />headlights would still be an issue so they proposed a concrete wall instead which is not <br />required by code. <br /> <br />Hoefner asks if they could address the concern regarding the truck turn around. <br /> <br />Emilia says they have been working with the owner of Lot 4. In the owner’s original plan <br />to divide the lot, their design proposal is what they actually preferred. <br /> <br />Hoefner asks if they prefer to have the trucks back in on how they are doing it now. <br /> <br />Emilia says she does not know if she would say preferred, but that was their original <br />plan and intention to have the trucks back in that way once the land was divided and <br />sold. <br /> <br />Howe asks if she can speak on the public comments received about the buffer from the <br />north side of the parking lot to Clover Lane. He asks if she can go over what the buffer <br />is like between the north and east parking lot to the residential property. <br />
