Planning Commission <br />Meeting Minutes <br />July 09, 2020 <br />Page 8 of 17 <br /> <br />Emilia says that there is a 30 foot landscaping buffer on the east side that staff touched <br />on in their presentation. On the north side, we extended the headlight shielding all the <br />way onto the Napa property and ran the wall all the way to the Napa building. <br /> <br />Howe asks if the 30 foot landscaping buffer is just east of the building or if it is between <br />the parking lot and the edge of the property on the east. <br /> <br />Emilia says that the 30 foot buffer is an easement that the city requires from the <br />property line on the east. She points out that they could not encroach on that buffer so <br />they had to bring the parking lot 30 feet away from the eastern property line. <br /> <br />Howe asks if that is to the parking lot. <br /> <br />Emilia says that is correct. <br /> <br />Howe asks what the distance is from the parking lot to the north. <br /> <br />Emilia asks if staff has that information available. <br /> <br />Brennan says that he believes it is 10 feet from the parking lot to the northern property <br />line. <br /> <br />Howe asks where the 6 foot wall is going to be placed. <br /> <br />Brennan shows the commissioners a drawing showing the location of the wall. He says <br />it goes along right at the edge of the parking lot, separates from the parking lot slightly, <br />runs up to the northern property line and jogs back closer to the parking lot where the <br />grade changes and there is an existing retaining wall. <br /> <br />Howe asks how close the residential is from the northern property line. <br /> <br />Brennan says the width of the trail corridor is 20 feet, so imagine 20 feet from the <br />northeastern corner. Then parking would be about 50 feet way, but the parking distance <br />is from the eastern side of the property, which happens to be the side that residential is <br />closest to. The large property to the north is just for the drainage facility. <br /> <br />Williams asks is the distance is from the wall to the residential homes. <br /> <br />Brennan says approximately 40 feet. <br /> <br />Howe asks staff to show on the plans where the garbage will be located. <br /> <br />Brennan says it will be closer to the rear of the property and nearly adjacent to the <br />screen wall and will have its own screen enclosure. <br /> <br />Howe asks staff to confirm that the property to the north is undeveloped. <br /> <br />Brennan says that it is undeveloped and zoned the same as this property which is PC. <br />It is privately owned.
