Louisville Local Licensing Authority <br />Meeting Date: November 19, 2001 <br /> <br />Attorney Carney asked Mr. Bickler if they had met today and discussed in detail question #22. Mr. <br />Biclder stated that was correct. <br /> <br />Carney asked Mr. Bickler how he had answered the question, and if his answer had been correct. <br />Mr. Bickler stated he had answered the question "no," but that the answer had been incorrect. <br /> <br />Attorney Carney asked Mr. Biclder to explain why he had answered "no" to that question. Biclder <br />stated that he was in a hurry when he filled out the application and that he did not read the entire <br />question. <br /> <br />Carney asked Mr. Bickler if it was his intent to mislead the Authority. Mr. Bickler stated it was not. <br />Mr. Bickler stated that he had held a liquor license before and knew that a background investigation <br />was part of the process. <br /> <br />Attorney Carney asked Mr. Biclder how many forms he had to complete and how many questions <br />he was required to answer as part of the transfer application process. Mr. Bickler stated it was a big <br />packet and that it seemed to him he was required to do a hundred things. <br /> <br />Carney asked Mr. Bickler how long he had been open, how the business was doing, and who is <br />involved in the daily operations. Mr. Bickler stated that they have been open for 2-1/2 months, that <br />business is doing well and that his partner, Jackson Loos is the chef and runs the restaurant. <br /> <br />Attorney Carney asked Mr. Bickler what action he would like the Authority to take regarding the <br />transfer application. Mr. Bickler stated that he would like the Authority to look past the mistakes <br />that were made on the application, and to give them a chance. <br /> <br />Authority Chairperson Lipton asked Prosecuting Attorney Barnett if he wished to cross-examine the <br />witness. Attorney Barnett stated that he did not and that the City's case rests. <br /> <br />Chairperson Lipton called for Authority comments or questions. <br /> <br />Member Jeffers asked Mr. Bickler what other two restaurants he owns. Mr. Bickler stated that he <br />owns Karen's County Kitchen and the North Broadway Coffee Shop in Boulder. Bickler stated that <br />the coffee shop does not have a liquor license. <br /> <br />Member Jeffers asked Mr. Bickler about his and Mr. Loos' personal investments to purchase Karen's <br />Country Kitchen. Mr. Bickler stated that the former owner gave them the keys, drafted the lease, <br />which included one month's free rent, and they opened the next day and began to make money. Mr. <br />Bickler stated that because of his established credit and relationship with vendors through the coffee <br />shop and dairy, it was easy for them to get started right away. <br /> <br />Member Jeffers stated that there was also a DUI offense in 1988 listed on the CBI report and asked <br />Mr. Bickler if that charge resulted in a conviction. Mr. Bickler stated it did not. Attorney Barnett <br />stated that he had checked on that violation also, and that there was no conviction. <br /> <br />Authority Chairperson Lipton asked if there were any other items contained in the application that <br />required clarification.
