<br />Louisville Local Licensing Authority <br />Meeting Date: April 26, 2004 <br />Page 3 of 6 <br /> <br />Chief Goodman thanked the Authority for their responsibility to the issues that come <br />before them. <br /> <br />Chairperson Koertje commented the Authority appreciated Detectives Gordanier and <br />Lanphere and their professionalism and participation on the Authority. <br /> <br />B. Show Cause Hearing - Special Events Permit - Downtown Business <br />Association - St. Patrick's Day Event <br /> <br />Mark Shapiro, attorney on behalf of the Local Licensing Authority introduced himself. <br />Also introducing themselves were Nancy Love, former president of the Downtown <br />Business Association, Garrett McCarthy, owner of Old Louisville Inn and manager of the <br />St. Patrick's Day Event. <br /> <br />Mr. Shapiro noted the Downtown Business Association has been very cooperative in <br />this matter. They acknowledged the violation set forth in the Order to Show Cause <br />labeled C (Regulations relating to Alcohol Beverages 47-410, stating in pertinent part <br />that no alcohol beverages shall be stored or kept in or upon any premises which shall <br />not be duly licensed) but did have questions about the other issues. Upon checking <br />with Attorney Tiffanie Bleau, Mr. Shapiro determined that the agreement to item C <br />would be sufficient to impose penalty. <br /> <br />Garrett McCarthy apologized to Nancy Love and the Authority for the oversights made <br />as manager of the event. <br /> <br />Arlin Lehman, Vice-President of the Downtown Business Association introduced himself <br />and explained the Association was formed to bring vitality back into the downtown area. <br />He spoke of the events they have organized to accomplish that. With the success of <br />the Summer Street Faire, the owner of the Old Louisville Inn suggested the DBA <br />sponsor the St. Patrick's Day Event. The decision was made to include the other <br />businesses and sponsor the event hiring Mr. McCarthy as event manager. Mr. Lehman <br />expressed regret the event was not more closely watched by the DBA. He has <br />attended liquor training along with many other board members of the DBA. They have <br />also arranged with the State Liquor Enforcement Division for additional training for the <br />staff working the Summer Events. He wanted it noted the Association is a non-profit <br />organization. <br /> <br />Mr. Shapiro noted this is a charitable organization and did not realize a profit from this <br />event. He also noted there was a management agreement in place with a manager <br />contracted to take care of these items. <br /> <br />Discussion centered on how the fine in lieu of suspension ordinance might apply to this <br />situation.
