SUBJECT: COVID-19 CITY REOPENING AND RECOVERY <br />DATE: FEBRUARY 23, 2021 PAGE 11 OF 14 <br />4th of July The City has funds budgeted in 2021 for fireworks but does not plan to host an on -site <br />event at Coal Creek Golf Course (i.e. fireworks viewing, food trucks, bounce castles, face <br />painting) due restrictions on gatherings related to COVID-19. Instead, the City will <br />encourage residents to view the fireworks from their home and if they're unable to see the <br />fireworks from home, to go to one of many viewing spots across the city (i.e. parking lots <br />at Recreation Center, Police/Court, possibly Cinebarre/RTD park-n-ride, Ascent <br />Church/Kohl's, Monarch). Residents will be asked to stay at home if possible, walk or bike <br />to viewing spots, practice social distancing, limit gatherings to members of their <br />household and adhere to any fire restrictions. <br />Summer Concerts — <br />Summer Concerts, which is programmed by the Louisville Cultural Council, will be <br />required to go through the Special Events Permit process and will be subject to any <br />restrictions based on the current level on the State's COVID-19 Dial on the day of each <br />event. The permitting process will also require a COVID-19 plan that speaks to controlling <br />numbers of attendees and monitoring social distancing. Per the State's current <br />restrictions, 500 attendees is the maximum that would be allowed on -site, including staff <br />and performers. Staff will follow-up with the LCC to see if there are preliminary plans for <br />these events. <br />Labor Day — <br />Staff is still assessing Labor Day and potential scenarios. It is likely that large in -person <br />events that cannot be managed through registration will be cancelled and the City will <br />host an alternative event like a car parade through town. Staff will know more as we get <br />closer to summer and will plan according to current public health restrictions. <br />City Permitting of Special Events — <br />Staff has begun accepting special event permits for 2021. Permit approvals will be <br />conditional based on where the City is on the COVID dial on the date of the event. Based <br />on the current dial, if the City reaches the Green Level this summer, events will be <br />allowed to have up to 500 people with proper social distancing required. Applicants can <br />plan for 500 people but should the City be in Level Blue or Yellow on the date of the event <br />it will have to be downsized to meet those capacity levels. <br />The special event application includes the following language "Please note: As of January <br />1, 2021 the City is still under an emergency declaration due to COVID 19. Until that <br />declaration is rescinded, all special event permits will also require the submittal of a <br />COVID plan that addresses the health of participants, staff, and spectators of the event. <br />That plan must meet all of the rules of Boulder County Public Health and the City of <br />Louisville based on the COVID Dial designation in effect on the date of the event. Failure <br />to submit a plan, failure to adhere to your approved plan, or failure to enforce your <br />approved plan will be cause for permit denial or immediate revocation.
