Street Connector Trail to the county through their annual community trail request process to <br />identify projects that can benefit both municipal and county residents; <br />WHEREAS, the traffic and road crossing conditions at the 104th Street intersections with State <br />Highway 42 and Dillon Road have prevented the Parties from implementing the 104' Street <br />Connector Trail to date. However, both of the intersections are now equipped with traffic signals <br />and crossing infrastructure that will provide safe crossing conditions for trail users; <br />WHEREAS, the 104th Connector Trail will provide a multimodal use option between the Coal <br />Creek and Rock Creek regional trails and will help enhance the region's quality of life by <br />increasing access to trails and open spaces in multiple communities; <br />WHEREAS, Louisville has been awarded a $475,000 State Multimodal Transportation <br />Improvement grant ("Grant"). Boulder County and Lafayette are partners in the Grant; <br />WHEREAS, the total estimated costs of the project to design and construct the Connector Trail will <br />be $1,460,500, which includes a 10% contingency; <br />WHEREAS, the estimated local share of the project is $896,000 and the Parties will each contribute <br />cash match totaling one-third of the total cost of the local share for the project, not to exceed $328,500 <br />for each of the Parties; and <br />WHEREAS, the estimated local share may be reduced if additional grant funding is secured, and any <br />additional grant funding would be applied to the total project cost, thereby reducing the Parties cash <br />match equally; and <br />WHEREAS, this Agreement sets forth the terms and conditions of the Parties' arrangement to <br />construct and maintain the Connector Trail. <br />AGREEMENT <br />A. PROJECT SCOPE, DESCRIPTION, AND RESPONSIBILITIES. <br />Amendment to Management Plan for Carolyn Holmberg Preserve at Rock Creek Farm. <br />Boulder County completed an amendment to the management plan for the Carolyn Holmberg <br />Preserve at Rock Creek Farm to establish a formal trail alignment along the west boundary of <br />the open space property adjacent to the 104' Street corridor from the northern boundary at <br />the Northwest Parkway to the Trailhead at Stearns Lake. The management plan amendment <br />was approved by the Board of County Commissioners on Oct. 8, 2019. <br />Design of Connector Trail. Louisville shall oversee the completion of the design of the <br />Connector Trail and related Connector Trail improvements including, but not limited to, <br />drainage, signage, and revegetation ("Design Phase"), and shall be solely responsible for all <br />contracting, supervision, and administrative matters related to execution and administration <br />of the Grant and completion of the Design Phase. Louisville, in partnership with the other <br />Parties, will select a qualified consultant to perform the design and permitting of the trail <br />project. The selected consultant will also help prepare the project for bidding and be available <br />for design assistance during construction.
