10.18.020 <br />10.18.030 <br /> <br />Posting of signs and compliance required. <br />Permits and regulations. <br /> <br />10.18.010 City Administrator authorized to designate permit zones and <br /> lots. <br /> A. The City Administrator is authorized to designate those portions of <br />streets and those public parking lots within commercially zoned areas of <br />downtown Louisville which shall be parking permit zones or lots, and is <br />authorized to prohibit or limit the duration of parking within such zones or lots by <br />persons who do not hold permits. In making any such designation the City <br />Administrator shall consider: <br /> 1. the extent of existing parking congestion; <br /> 2. the extent of hazardous traffic conditions created by the existing <br />parking congestion; <br /> 3. whether such designation and permit system will foster equitable <br />use of the on- and off-street public parking space within the zone or lot; 4. the public interest to be served by such designation; and <br /> 5. any other factors or information relevant to such designation. <br /> B. The City Administrator is authorized to designate those portions of <br />streets within residentially zoned areas of downtown Louisville which shall be <br />residential parking permit zones, and is authorized to prohibit or limit the duration <br />of parking within such zones by persons who do not hold permits. In making any <br />such designation of a residential parking permit zone, the City Administrator shall <br />consider: <br /> 1. the extent of existing parking congestion; <br /> 2. the extent of hazardous traffic conditions created by the existing <br />parking congestion; <br /> 3. whether such designation will further protect the residential area <br />from polluted air, excessive noise, and trash; <br /> 4. whether such designation will protect residents of those areas from <br />unreasonable burdens in gaining access to their residences; <br /> 5. whether such designation will preserve the residential character <br />and the value of the property in the area; <br /> 6. the extent to which parking spaces in the area are occupied during <br />business or other hours; <br /> 7. the extent to which parked vehicles are registered to persons <br />apparently not residing in the area; <br /> 8. the public interest to be served by such designation; and <br />9. any other factors or information relevant to such designation. <br />C. In making any designation of a parking permit zone or lot under <br />Subsection A or B, above, the City Administrator shall also determine the need <br />for reasonable public access to parking in the zone or lot, and the manner and <br /> <br /> <br />
