Planning Commission
Meeting Minutes
May 8, 2008

length requirement of not parking on the street should be dropped because many of the
crew-cab pickups are now 18+' long.

Commission Questions:
Sheets asked if the ordinance should limit the number of vehicles on a property.

Goodman replied that the RV Ordinance is being written at the request of City Council.
The number of vehicles on a lot was his suggestion, because some properties are filled
with cars, all registered, and the police department has received complaints.

Hartman asked if the City had a mediation program similar to the Fort Collins program.

Goodman stated the City did not have such a program. The framework for such a
program would need to be established. He expressed concerns with the cost and
staffing of such a program.

Sheets asked if the ordinance should regulate the number of all vehicles parked in front
of the residence as well as the street.

Goodman stated the ordinance is being driven by the RV section.

Wood stated the current code does not address how these are to be stored on private
property. The City Council has directed staff to move forward with a revised ordinance
that will address the parking on private property.

Tengler asked if the complaints were specific or general.

Goodman stated the complaints are varied with front, side and back parking while the
majority are about the number and the size of the vehicle.

Staff Summarv and Recommendation:
No additional comments.

Public Hearinq Closed Commission Comments:
Sheets stated she is conflicted with moving forward because the details still appear to
be arbitrary.

Hartman expressed concern with a vehicle the length of a bus being parked on a
residential street. She stated the ordinance definitely needs to address the length.

Lipton stated he is in general support of the ordinance but is also okay with a
continuance. The parking of a very large vehicle, similar to a bus, in the back yard still
needs to be addressed.

Tengler stated his agreement with Sheets and Hartman. A size limitation is needed in
the ordinance. Could the ordinance be approved for one year and then re-visit again the
next year.

Lipton questioned if other municipalities regulate the parking of RV's on private
property.

Loa proposed a size length limit of 30'.

Lipton questioned if a 30' limit was adequate.

Sheets stated a 32' length would allow most Class C models

Tengler stated his support for a 32' length.
