<br />Planning Commission <br />Meeting Minutes <br />August 14, 2008 <br />Page 3 of 11 <br /> <br />Light advised that the paper copies could not be presented to the Commission. He did <br />state the applicant could provide that information to City Council when the project is <br />reviewed by City Council. <br /> <br />Mundelein continued with: <br />. a review of the intent of the project <br />. clarification of the difference between staff and his density calculations. He <br />stated he rounded up while staff rounded down. <br /> <br />Commission Questions of Staff and Applicant: <br />Lipton inquired if the Comprehensive Plan Framework Plan indicated a density of the <br />property. <br /> <br />Wood stated the zoning type determines the zoning and not the Framework Plan of the <br />Comprehensive Plan. The zoning designation is Residential Medium Density (RM). <br /> <br />Loa asked if staff had calculated the 15 units. <br /> <br />Wood stated that staff had done the calculation work for the site. <br /> <br />Lipton declared a 5 minutes recess. <br /> <br />Wood continued with a discussion of the unit calculation stated it was based on a lot <br />area of 52,311 SF. Each unit is required to have 3,500 SF. That calculates to permit <br />14.9 units for the site. <br /> <br />Lipton acknowledged the calculations used by staff. He continued by requesting a <br />discussion by the Commission of the resolution of disapproval as prepared by staff. <br /> <br />Tengler, Loa, Russell stated they had no questions or additional comments. <br /> <br />Hartman stated the staff had done a good job summarizing with the findings of <br />disapproval. <br /> <br />Pritchard stated the density is not the only issue and he wished the commission could <br />have worked with the applicant last month. <br /> <br />Sheets stated her frustration and agreed with Pritchard's comments. <br /> <br />Lipton stated the plan has flaws other than the density concerns discussed by the <br />commission. The thanked staff for the good job in preparing the findings for disapproval. <br />Lipton moved and Sheets seconded a motion to approval Resolution No. 13, Series <br />2008, a resolution recommending disapproval of the Parbois Place preliminary <br />subdivision plat and preliminary planned unit development (PUD) plan to allow for the <br />development of approximately one (1) acre in area with the following findings of <br />disapproval: <br />1. The proposed development exceeds the density allowed under the RM zone <br />district. The RM zoning provides for a maximum density of 15 dwelling units, the <br />development is proposing a total of 19 dwelling units. The applicant has <br />demonstrated no compelling benefit to the City or the neighborhood to warrant <br />greater density on the site than what is allowed by the zoning. It is the position of <br />the Planning Commission that to authorize density over and above that which is <br />allowed by the RM zone district would establish a precedent that would need to <br />
