Economic Vitality Committee <br />Meeting Minutes <br />April 16, 2021 <br />Page 2 of 4 <br />said that the EVC has done a good job at being nimble and would like to see <br />that continue. He said that in some ways, this new approach could look similar <br />to when BRaD got quite large. Overall, he said he felt this is a conversation for <br />the full City Council. <br />Chair Dickinson mentioned that some of this conversation the group is having <br />goes back to conversations about when BRaD was dissolving and the <br />questions that formed about how to continue to incorporate business voices. <br />He continued that he understood this avenue of bringing new people in had <br />been discussed and agreed upon. Councilmember Leh followed up that he felt <br />like these changes are not necessarily structural in what had been discussed <br />and that City Council had left it up to the EVC. Mayor Pro Tem Maloney said <br />that he felt he has been clear about the idea that it should be left up to City <br />Council. <br />Chair Dickinson recognized Councilmember Fahey. She suggested that two of <br />the four non -voting members could rotate to provide more perspectives. She <br />agreed that this should go to City Council for discussion. Chair Dickinson <br />mentioned that could have the unintended effect of slowing down the process. <br />He continued that having people come in with terms would help them be fully <br />invested. Mark Oberholzer followed up to share his ideas on what he felt could <br />be the best way to continue to get business voices to weigh-in. <br />Councilmember Leh said he felt like some of this had been talked through but <br />he would be fine with going back to City Council. He continued that he felt the <br />real question at hand is what the role of the non -voting members should be and <br />wondered if sending some opinions on overall structure back up to City Council. <br />Mayor Pro Tem Maloney felt that specific ideas or direction could help the full <br />Council's discussion. The group then also talked about how the Strategic Plan <br />could help guide efforts. <br />Chair Dickinson said he agrees that using the Strategic Plan is useful, but that <br />he would not agree to not adding non -voting members to EVC and did not <br />support only outreach to businesses on an issue basis. Chair Dickinson <br />suggested the Downtown Business Association and Chamber of Commerce <br />could also be listed as additional non -voting members. The other two members <br />did not agree with this recommendation. <br />Councilmember Leh then made a motion to recommend to City Council that <br />EVC consist of three appointed Councilmembers and four non -voting members <br />of the business community; motion was seconded by Chair Dickinson. Voting <br />was 2-1 in favor; motion passed and will be advanced to City Council. <br />VII. Discussion- Economic Vitality Strategic Plan: Director Pierce reviewed an <br />outline of the memo and suggested the focus was on plan items needing input <br />on responsibility and timing from the Committee. <br />Agenda Packet P. 3 <br />
