Q. Would it be possible to accommodate some of the parking overflow issues by mutual <br />agreement with the Archdiocese? <br />A. Yes, that was the initial concept. At the time this was submitted the Archdiocese PUD was <br />still in process. We are not opposed to that type of arrangement. <br />Q. How would staff feel about a gravel lot to be used for overflow until the Archdiocese <br />property is developed? <br />A. The time frame of the Archdiocese is of concern to us. That being a 10 to 15 year program <br />for them. We don't look forward in the immediate future to having that available for <br />overflow parking. It is not our intent to be negative about the parking. We have presented <br />our recommendation with a goal of avoiding on street parking on Via Appia. <br />Q. To Applicant - What is your stand on the additional parking? <br />A. Our stand is that we would rather escrow the money at this time. Our concern is that the <br />overflow parking is not necessary at this time with the parking available at the Rec Center. <br />Q. You are not concerned about what it would cost in inflation to put it in at a later date? <br />A. We don't feel there would be a great deal of cost increase. <br />Q. It would seem that there would need to be more than an 18 inches of back filing for the final <br />grading, could you explain that? <br />A. We are actually dropping about eight feet to the flat area, from the upper elevation. <br />Q. Could some of the trees shown on the east end be shifted to the southern area? <br />A. The reason for the trees in that location is to serve as a wind break for the tennis courts. <br />Commissioner VanNostrand - I would rather see the trees located to the south where they would <br />benefit the neighbors by screening the lighting of any future parking. <br />Q. <br />A. <br />Q. <br />A. <br />Q. <br />A. <br />Q. <br />A. <br />Q. <br />A. <br />Have you looked into using a shorter standard for the light poles? <br />The normal height is 30 feet. We are proposing to use 22 foot standards. That begins to <br />hit the limit of the kind of spread distances we are trying to achieve. We could possibly get <br />a little lower. We did not go lower because of the Public Safety recommendation. <br />Would the special events normally be an evening activity? <br />Yes, they are usually an evening or a Sunday afternoon event. <br />To Staff - How are you going to mitigate the drainage area right across from Eldorado Lane? <br />Dan Blankenship - That is one of our major drainage ways within the City. We, do have <br />plans to improve that. We will be coordinating our efforts to improve our drainage way <br />with this project. <br />If this is approved, when would you propose to have the Ice Center complete? <br />We would like to be open by October, 1995. It may be as early as July. All that depends <br />upon approval. <br />What type of materials will you be using on the side of the building? <br />It will be fractured surface concrete blocks. <br />Commissioner Boulet - Perhaps as part of the ground lease we could have the provision to have <br />the escrow set up for the additional parking area. <br />3 <br />
