Bill Hayes - I would not want to see alley house all over the Old Town area. I would like to <br />suggest that there not be.a downsize in the 7000 square foot lot minimum. <br />Chairperson McAvinew - I think that alley houses are appropriate in some areas. I don't think <br />we want to force fit any one style or character. <br />Beverly Campbell - I, too, would like to see the 7000 square foot lot sized maintained as a <br />minimum. <br />IV. Commission Discussion/Direction <br />Commissioner Renfrew - To Staff - In the 4 year period were there 25 or 26 variances granted, <br />or is that the number of variances requested? <br />Peter Kernkamp - That list was variances that were actually granted, although some may have <br />been modified from the original request. <br />Q. So out of 668 lots, there are 25 requests over a 4 year period? <br />A. Correct. <br />It would seem to me there is no conclusive way to apply zoning that would solve everyone's <br />problem. I think the district, as it is defined, should not have zoning applied to -it that could effect <br />other areas of the City outside of this district. I think we should have a separate district zoning <br />that is unique to Old Town by itself. The zoning should allow for flexibility, without taking away <br />the Board of Adjustment's ability to make unique decisions. I have questions if it really is a <br />problem of insurability, or if it's title insurance problems. I would think that most of the <br />properties currently have loans out on them. I don't want to see a character change, where you <br />have PUD overlay's applied to vacant lots, and bring in out -of -character type developments into <br />Old Town. I think the mixed use characteristics is a very positive blend of the character, where <br />it is appropriate. I don't have a problem reducing setbacks for existing dwellings within the Old <br />Town district. I would have a problem reducing setbacks for PUD overlays or new construction. <br />I don't want to protect people's right to rebuild. <br />Chairperson McAvinew - I like the concept of, "time limit grandfathering". If you have a <br />dwelling that is viable to the community, and some disaster takes place, I would like to see <br />something where it could be rebuilt. It would, of course need to conform to the Building Code. <br />I think that option should be available, with some kind of time limit. I think there also should be <br />some type of architectural guidelines, something to assure that additions meet some aestheticsc <br />goal or guidelines. <br />Commissioner Neal - I agree with Commissioner Renfrew, in that there are appropriate areas for <br />commercial uses. I am afraid we would not be able to control the architecture unless we would <br />create some type of historical district. I wonder if there really is a problem that would require <br />radical changes. Where is it that there is a problem, is it with the system for the Board of <br />Adjustment, or is it with the zoning itself? <br />4 <br />
