SUBJECT: RESOLUTION NO. 47, SERIES 2021 <br />DATE: JULY 20, 2021 PAGE 5 OF 13 <br />ANALYSIS: <br />Final Planned Unit Development <br />The PUD is regulated by the CDDSG, Chapter 17.28 of the municipal code, and the St <br />Louis Parish and Commercial Park General Development Plan, 2nd Amendment. <br />St Louis Parish and Commercial Park General Development Plan, 2nd Amendment <br />Analysis <br />The GDP includes the following development standards that apply to this PUD that <br />override the standards in the CDDSG: <br />Building height. <br />The GDP allows for buildings up to 40 feet in height in Zone 213. The industrial building is <br />located in Zone 213 and is approximately 35-feet tall. <br />CDDSG development standards apply. <br />The GDP requires that the CDDSG apply to all development, including industrial uses. In <br />this case, the IDDSG is not applicable for the industrial building on Lot 1. <br />Dark Sky Lighting <br />City Council included a condition of approval of the GDP related to dark sky lighting design <br />exceeding the minimum requirements in the CDDSG. The application includes full cut-off <br />LED lighting with a warm light temperature and light levels are appropriate for the use. <br />Staff reviewed best practices from sources specializing in dark sky lighting design and <br />finds that this application is appropriate for a rural context and still meets minimum safety <br />and security standards. <br />CDDSG Analysis <br />CDDSG: 1. Site Planning <br />The application complies with the standards in this section, including all minimum setbacks <br />and building and site orientation standards as required in the GDP and CDDSG. The <br />proposal meets the standards for site grading and drainage in the CDDSG. The applicant <br />proposes the outdoor seating areas for employees within the development. <br />CDDSG: 2. Vehicular Circulation and Parking <br />The PUD proposes private drives that can accommodate access for fire and service needs <br />on the property, as well as the anticipated surrounding development on the three <br />undeveloped lots fronting S. 96t" Street. The traffic study reviewed through the GDP <br />contemplated industrial uses on this lot, therefore the transportation network is adequately <br />designed for this PUD. As described above, parking meets the requirements in the <br />CDDSG for the anticipated uses. The remainder of the application meets requirements <br />with respect to circulation and has been reviewed and accepted by the Louisville Fire <br />Department. <br />CITY COUNCIL COMMUNICATION <br />7 <br />
