SUBJECT: RESOLUTION NO. 47, SERIES 2021 <br />DATE: JULY 20, 2021 PAGE 7 OF 13 <br />CDDSG: 8. Exterior Site Lighting <br />As described in the GDP analysis, the application exceeds the minimum standards for <br />lighting in the CDDSG and complies with the condition of approval for Dark Sky best <br />practices in the GDP. <br />Waiver Compliance with 17.28.110 <br />Section 17.28.110 of the Louisville Municipal Code sets forth the PUD waiver process and <br />criteria. The application includes the following waiver requests: <br />• CDDSG 5A.C. requirement for 25% of the building perimeter to be landscaped. <br />The geotechnical engineer recommends that water use immediately adjacent to the <br />building foundation be minimized to the greatest extent feasible. Staff finds that <br />while drip irrigation can accommodate landscape areas in a manner that may not <br />negatively impact foundations, additional landscaping at the site entry areas is an <br />improved design and sufficiently offsets the impact. Staff supports this request. <br />CDDSG 5.1.E.3. requirement for street tree placement at 20-feet on center for <br />streets with attached sidewalks. This applies to the east side of the internal north - <br />south private drive fronting Lot 1. The application includes the required trees within <br />the adjacent landscape islands that will shade portions of the sidewalk, as well as <br />large shrubs and ornamental grasses within the landscape area for interest and <br />color. The benefit of the 13 relocated trees along the eastern property line elevates <br />the overall design of the site by improving the trail experience and screening of the <br />eastern elevation and detention pond. Staff supports this request. <br />Compliance with Section 17.28.120 <br />Section 17.28.120 of the Louisville Municipal Code lists 28 criteria for PUDs that must be <br />satisfied or found not applicable in order to approve a PUD. Analysis and staff's <br />recommended finding of each criterion is provided in the attached appendix. <br />Final Plat <br />The Final Plat is subject to the following standards in Section 16.12.075 of the Louisville <br />Municipal Code. <br />1. Whether the plat conforms to all of the requirements of this title; <br />The application for St. Louis Parish and Boulder Innovation Campus Filing No. 2 conforms <br />in all respects to the requirements of Title 16 of the Louisville Municipal Code. <br />2. Whether approval of the plat will be consistent with the city's comprehensive plan, <br />applicable zoning requirements, and other applicable federal, state and city laws; <br />Staff finds this application allows for development that is consistent with the city's <br />comprehensive plan and meets the city's applicable requirements. <br />CITY COUNCIL COMMUNICATION <br />0 <br />
