c. Diana (outgoing PPLAB member due to move out of state) recommended an applicant <br />for appointment to PPLAB. Applicant would need to follow council adoption process, in <br />which a new member would be adopted at year end. PPLAB will be down one member <br />until the end of the year and will gain a new member in January 2022. <br />6. Public Comments on Items Not on Agenda <br />a. Ellen: Volleyball net at Annette Brand Park needs repair and appears to be no longer <br />useable. Dean will review. <br />b. Ellen: Ditch near bike path close to Davidson Ditch receives quite a bit of trash and <br />debris. Which functional group is responsible for the ditch? Dean will review and discuss <br />with Public Works. City is responsible for public ditches, but private companies are <br />responsible for other ditches. Davidson Ditch falls under private jurisdiction. <br />7. Revisions to the Open Space Master Plan Plant List <br />a. Steve Roles, Senior Natural Resource Specialist with the Open Space Division. Discuss <br />revision to Open Space Master Plan and use of Native Plants. <br />i. Master Plan is ready for updating. <br />ii. Original appendix was written to include a list of approved species for Open <br />Space. <br />iii. There is now a much greater variety of plants commercially available. <br />iv. In lieu of a list, the updated appendix will contain a set of criteria/guidelines. <br />v. Criteria will help highlight plants to reference for City, commercial planting. <br />vi. Board reviewed Appendix A Revised 2021 <br />vii. Steve highlighted number 7 in the Appendix as applicable to Parks: <br />Recommendation in Appendix that lands adjacent to open space are <br />recommended to be landscaped in a character consistent with requirements. <br />viii. Ellen asked which parks may have transitions. Steve: Keith Helart Park, Elephant <br />Park, Heritage Park, for example. <br />ix. Laurie asked for definition of planting. Steve: Planting such as in a parking lot or <br />trail head high impact area. Vegetation restoration following noxious weed <br />elimination. Considering plantings such as trailside beautification and pollinator <br />habitats, such as the pocket prairies at Dutch Creek. Nathan: planting can also <br />be used to discourage prairie dog colonization. <br />x. Stephen Knapp moved to accept the revised Open Space Master Plan plant list, <br />Ellen seconded, board voted to approve. <br />8. Continued Discussion on Parks Scorecard <br />a. Dean presented the Parks Scorecard plan, which will include two scorers per park, for a <br />total of 11 parks per person. <br />b. Scorecard includes a new, weed review category. <br />c. In person meetings may resume in August, discussion to hold August meeting at a park <br />to kick off project. Ellen suggested meeting at Cottonwood Park. <br />d. Ellen suggested scoring throughout the summer, not necessarily waiting until August. <br />e. Stephen asked how scoring will be quantified. Nathan suggested that general consensus <br />is that a 5 means 'like new, in great shape'. 1 means 'needs dire attention'. Laurie said <br />3 <br />
