City Council <br />Meeting Minutes <br />July 27, 2021 <br />Page 10 of 13 <br />Councilmember Leh stated we have obligations to make sure the utility pays for itself and <br />we need to help people get whole on their water bills. We also need to be compassionate <br />to those who need the help and get them connected with resources to help them. He <br />suggested a new whereas clause: <br />Whereas the City Council is mindful that some residents have had, have, or may <br />have in the future financial challenges in paying their utility bills, the City Council <br />expects City staff to work with those residents and notify them of community and <br />government resources that may be able to assist them in meeting their obligations. <br />Mayor Stolzmann also asked the Council to give direction to staff that the Finance <br />Director may waive penalties as allowed by the Municipal Code if there are extenuating <br />circumstances. <br />MOTION: Councilmember Dickinson moved to approve the ordinance with the additional <br />whereas clause proposed by Councilmember Leh and to give direction to staff that the <br />Finance Director may waive penalties as appropriate as allowed by the Municipal Code; <br />seconded by Councilmember Brown. <br />Councilmember Leh offered a friendly amendment to add additional language to the <br />clause to waive late fees and penalties and establishing payment plans. Councilmember <br />Dickinson and Councilmember Brown agreed to the friendly amendment. <br />Councilmember Leh confirmed the new language: Whereas the City Council is mindful <br />that some residents have had, have, or may have in the future financial challenges in <br />paying their utility bills, the City Council expects City staff to work with those residents to <br />consider waiving late fees and penalties, establishing payment plans as appropriate, and <br />notifying them of community and government resources that may be able to assist them <br />in meeting their obligations. <br />Public Comments — None. <br />Mayor Stolzmann closed the public hearing. <br />VOTE: Motion passed by unanimous roll call vote. <br />ORDINANCE NO. 1811, SERIES 2021 — AN ORDINANCE APPROVING THE FIRST <br />AMENDMENT TO CONOCOPHILLIPS CAMPUS GENERAL DEVELOPMENT PLAN <br />(REDTAIL RIDGE MASTER PLAN) — 2ND READING, PUBLIC HEARING (advertised <br />Daily Camera 7/18/21) <br />Mayor Stolzmann introduced the item and asked for any disclosures; seeing none she <br />opened the public hearing. She noted there were two addenda of public comments added <br />to the public record for this item. <br />
