City Council <br />Meeting Minutes <br />July 27, 2021 <br />Page 7 of 13 <br />Mayor Pro Tern Maloney stated he would not approve the ballot issue without this <br />document of intent to make it clear what this Council is planning and he hopes future <br />Council's will honor this. <br />Public Comments <br />Sherry Sommer, asked if the language could clarify that all other sources of funding would <br />be exhausted before raising property taxes. <br />John Leary, stated that while the Council may not expend City fund to campaign for this <br />item, as individuals the Councilmembers can continue to support this issue in the election <br />season and he urged members to do that. <br />Councilmember Lipton asked that it be clear that other funds than property taxes could be <br />used to pay off this debt. City Manager Balser noted that is addressed in the resolution <br />and any funds can be used to pay off this debt. <br />Councilmember Lipton asked that it be clear in the resolution that, if approved, these <br />funds could be used for other transportation improvements, not just underpasses. <br />Mayor Stolzmann stated the resolution of intent is written to say that the underpasses are <br />the priority but if all six cannot be built for this amount of funding the remaining money <br />could be put towards other types of transportation improvements. <br />Councilmember Leh asked the City Attorney to remind people of what role the Council <br />can take on once the ballot title is set. City Attorney Kelly stated the Council as a whole <br />may not partake any electioneering related to the ballot issue, but as individuals the <br />members of the Council can support or oppose the ballot issue. <br />MOTION: Mayor Pro Tern Maloney moved to approve the Resolution with an amendment <br />in the priority list moving the Highway 42/Short project from number five to number two; <br />seconded by Councilmember Leh. <br />VOTE: Unanimously approved by roll call vote. <br />ORDINANCE NO. 1810, SERIES 2021 — AN ORDINANCE SUBMITTING TO THE <br />REGISTERED ELECTORS OF THE CITY AT THE NOVEMBER 2, 2021 REGULAR <br />MUNICIPAL ELECTION A BALLOT ISSUE CONCERNING INCREASES IN CITY DEBT <br />AND PROPERTY TAXES FOR THE PURPOSE OF CONSTRUCTING <br />TRANSPORTATION IMPROVEMENTS, AND AUTHORIZING OTHER ACTIONS <br />REGARDING THE CONDUCT OF SUCH ELECTION — 2ND READING, PUBLIC <br />HEARING (advertised Daily Camera 7/18121) <br />Mayor Stolzmann reopened the public hearing. <br />
