City Council <br />Meeting Minutes <br />August 17, 2021 <br />Page 6 of 12 <br />Mayor Stolzmann stated that to her it is clear that the topography and physical conditions <br />are important factors and she supports preserving the drainage ways, trees, and ponds <br />as open space. She supports making all of Parcel C3 as open space to save the view <br />shed and to have a buffer area around the pond. She stated she does not support a four - <br />lane road by the pond as well. <br />Mayor Pro Tern Maloney stated he too is interested in working with the applicant to <br />preserve more open space as well as enable the applicant to have a successful <br />development. He stated he wants to be sure it is purposeful open space. Councilmember <br />Lipton agreed. <br />Councilmember Brown stated he supports requiring the dedication of the highest quality <br />open space with the most natural habitat which he feels is the area above Disk Drive. <br />Councilmember Dickinson stated that in general he supports making the open space <br />contiguous but not necessarily requiring additional open space. <br />Councilmember Lipton stated he was amenable to allowing taller buildings in some areas <br />to make up for the loss of development potential in parcel C3. <br />Mayor Stolzmann stated that to her everything above Disk Drive should be open space. <br />That would be meaningful open space and would address the need for open space on a <br />site this size. Councilmember Brown agreed. <br />Mayor Stolzmann stated she prefers Campus Drive to be routed further to the north and <br />not bisect the open space as much. <br />Councilmember Leh noted it is clear our residents would like more open space, but he is <br />concerned that if Council requires a very large amount of open space it could be <br />considered a taking. <br />Mayor Stolzmann stated the Council has no obligation to add additional density than what <br />was previously approved in the ConocoPhillips GDP. <br />Councilmember Brown stated a public land dedication of this size would not be without <br />precedent. <br />Councilmember Lipton stated the largest land dedications that are precedent have all <br />been for residential developments for which there is a larger required dedication. <br />Councilmember Fahey noted we are requesting more open space than what is required, <br />so in return we should offer something in exchange such as height variances or <br />something similar. <br />
