City Council <br />Meeting Minutes <br />August 17, 2021 <br />Page 7 of 12 <br />Mayor Stolzmann stated she disagreed; the additional open space can be required under <br />the code. <br />Director Zuccaro stated the plans in the GDP are conceptual and show industrial property <br />spread out over a large area of land for the 3.1 million square feet. Having clustering or <br />taller buildings in exchange for open space could influence how the buildings interact in <br />those spaces. <br />Mayor Stolzmann asked Council their opinions on the transportation criteria including <br />location, type, and character of streets. <br />Councilmember Brown noted the transportation study calls for future improvements in <br />many areas that are outside of this site; he asked who would pay for those improvements. <br />Director Zuccaro that in outer years various intersections would need to be upgraded <br />based on traffic from this development. Typically, the negotiations of who pays what <br />would be take place at final Plat with the subdivision agreement. <br />Mayor Stolzmann asked if any of these areas are already considered in the <br />Transportation Master Plan (TMP). Director Kowar stated these intersections are not in <br />the TMP currently. <br />Mayor Stolzmann stated she doesn't feel the proposed location of the intersection of <br />Campus Drive and 96th Street will work. She is concerned it will cause too much traffic <br />stacking that could block the fire station and that a traffic signal at Paradise Lane will be <br />needed in the future. She would rather see Campus Drive aligned with Paradise Lane. <br />She would also like to see two-lane roads that are more pedestrian friendly. <br />Mayor Stolzmann asked for comments related to the type and character of development <br />criteria. <br />Councilmember Brown noted there are no buildings in town higher than three stories. He <br />asked if that is something required in the Comprehensive Plan. Director Zuccaro stated <br />the Comp Plan allows Council to consider buildings above three stories if the <br />development is clustered or if there are considerations of view corridors in rural special <br />districts. <br />Public Comments <br />RJ Harrington, 457 East Raintree Court, encouraged Council to remove fossil fuels from <br />the property and address as much greenhouse gasses as possible in the GDP. <br />Graham Davis, 1230 Judson Drive, Boulder, suggested the Council require additional <br />economic studies about the effect of the proposal on the City. <br />
