City Council <br />Meeting Minutes <br />August 24, 2021 <br />Page 8 of 10 <br />Mayor Pro Tern Maloney noted the problem is regional. He supports a housing study <br />particularly looking at land use and allowing ADUs. The challenge will be in the details <br />and getting our residents to support it. He would like the housing study to be done before <br />work on the Comp Plan update begins. <br />Councilmember Dickinson stated there clearly is a need for affordable housing and we <br />need to look at multiple tools. He supports a housing study. <br />Councilmember Lipton agreed allowing ADUs should be considered. He agreed a <br />housing study is needed as a foundation for the Comp Plan. He suggested leveraging the <br />county and state resources who know how to do this better than we do. The best way to <br />make real progress is to work regionally. He stated adding density bonuses to the <br />inclusionary zoning rules might get some short term results. <br />Councilmember Leh stated he supports using some of the upcoming ARPA money to <br />address this as well as leveraging the regional partnerships. It will require using many of <br />the tools to reach our 12%. He supports completing a housing study, incentives, and <br />looking at ways to help seniors to stay in their homes. <br />Mayor Stolzmann noted the County is already working on options including a possible <br />county -wide tax for this and we should work with them on this issue. She would like the <br />Consortium of Cities to work to address the issue across the region. She wondered if a <br />housing study should be done regionally not just in Louisville. She would like more <br />information on the number of affordable units we already have. She would like community <br />feedback on what tools the community supports. She would like more research on if the <br />business assistance packages are increasing this problem. She feels the Comp Plan <br />update is the best process to use to update these policies. <br />Councilmember Lipton asked what the County is currently doing in this area. Deputy City <br />Manager Davis stated the County is working with local governments on implementation of <br />the plan but some of it has been delayed due to COVID. Some municipalities in the <br />County have already completed housing studies and are implementing strategies from <br />them locally so they may be further along in this process than we are. <br />Director Zuccaro stated many of these strategies will need to be done at the local level <br />even if there is regional planning and support. <br />Mayor Pro Tern Maloney stated it appears we will need to act regionally but also need to <br />address local barriers. <br />The consensus was to move forward on a proposal for a housing study. In addition, the <br />Comp Plan update should include a discussion of housing options and where more ADUs <br />and housing should be located. <br />
