Recreation Advisory Board
Minutes
September 27, 2021
The Outdoor Rec Amenity survey (2019) showed strong support for additional tennis
courts and soccer/multi-purpose fields. Board members talked about the possibility of
incorporating pickleball courts, tennis courts, and/or soccer fields at
Cottonwood Park. Nathan reported that there would need to be a process for
neighborhood and community input. In addition, there is a ballot initiative to construct
an underpass on the north side of the park. If that passes, the construction of the
underpass will affect plans for recreational amenities.
City Council approved the Redtail Ridge plan, but Deb Fahey cautioned that we should
not discuss possible amenities at that site because a referendum regarding the site
was filed with the City Clerk.
Mary O'Brien reported that she and Nathan met at the tennis courts at Centennial Park
to check maintenance needs.
• Nathan saw that the two courts on the east side need to be replaced and the
one court at Mission Green Park, which is used for both tennis and pickleball.
• The windscreens were blowing or only partially secured. Within a couple of
days, City employees either removed the windscreens or rolled them up
appropriately.
• Weeds, tall grass, saplings, and tree debris are along the inside of some of the
tennis court fences. Tennis players would appreciate a regular maintenance
schedule for trimming and blowing out debris.
Nathan reported a backlog of park maintenance and replacement projects, including
significant irrigation problems at City Park. With staffing shortages and limited
resources, it is a continual challenge to balance maintenance, replacement, and new
amenities. Nathan's goal is to create a master plan for ongoing maintenance. As a
result, new outdoor rec amenities can be a part of the next two-year budget cycle.
In response to a question about budget priorities, Ginger Cross explained that funds
are often designated for specific purposes and cannot be used for another purpose.
