City Council <br />Meeting Minutes <br />September 7, 2021 <br />Page 3 of 8 <br />Camille Rodriguez, BCPH Executive Director, noted the strategies discussed here are <br />meant to prevent severe illness and death, and to make sure the public health system is <br />not overwhelmed. This provides strategies to allow us to return to normal activities. <br />Dr. Lexi Nolen, BCPH Deputy Director, reported the County is in a High Transmission <br />Level and has been so for a number of months. This High level is the reason why the new <br />public health order for indoor masking was put in place. She reviewed case trends noting <br />case numbers continue to climb including a large increase in cases for young children. <br />She reviewed hospitalization rates as well as testing and vaccination rates in the County. <br />She noted 67.7% of the County population is fully vaccinated. <br />She stated the County is asking people to implement a variety of interventions that <br />overlap to help stop the spread. Combining multiple less burdensome strategies and <br />habits means less of a need for the heavier more burdensome strategies. She reviewed <br />the various vaccination programs employers are implementing. <br />She reviewed the recent public health order requiring masking for all public places county <br />wide. She also noted the earlier health order for masking in schools. <br />Councilmember Brown stated he would like to see the County be more proactive with its <br />orders. <br />Trina Ruhland, BCPH Attorney, reviewed the two current orders in place. The school <br />order is focused on keeping kids in school for learning and is based on CDC direction <br />specifically for kids. The second order requires masking in all indoor public spaces and is <br />based on CDC guidance for areas of high transmission. If we drop into moderate or low <br />transmission for 21 days, that order will end. The goal is to keep businesses open. It <br />requires masks of all people over age 2 regardless of vaccination status. She reviewed <br />the voluntary vaccination passport programs available in the County. <br />Councilmember Dickinson stated he is frustrated that the masking requirement in public <br />places is not statewide. <br />Public Comments — None. <br />ROCKY MOUNTAIN METROPOLITAN AIRPORT ROUNDTABLE UPDATE <br />Councilmember Lipton gave an update on the latest meetings of the Community Noise <br />Roundtable (CNR). He stated attendance has been strong with substantial public <br />comment at the meetings. He stated there has been understanding that the participants <br />that lie south of the airport receive most of the economic benefit of the airport while those <br />to the north of the airport receive most of the noise impacts. The roundtable will continue <br />for at least another year. The CNR is reviewing the expansion plans the airport is <br />considering and providing comments.
