She encouraged everyone to get the word out <br />that the City is now accepting applications to boards and commissions. <br />Mr. Graves thanked Council for their commitment to this process. <br />THE FOUNDRY GENERAL DEVELOPMENT PLAN AND SUBDIVISION AGREEMENT <br />ORDINANCE NO. 1815, SERIES 2021 — AN ORDINANCE APPROVING A SEVENTH <br />AMENDMENT TO THE TAKODA GENERAL DEVELOPMENT PLAN TO ALLOW UP <br />TO 59 DWELLING UNITS AND 15,000 SQUARE FEET OF COMMERCIAL <br />DEVELOPMENT — 2ND READING, PUBLIC HEARING (advertised Daily Camera <br />9/12121) <br />RESOLUTION NO. 70, SERIES 2021 APPROVING A SECOND AMENDMENT TO THE <br />FOUNDRY SUBDIVISION AGREEMENT TO REMOVE THE REQUIREMENT FOR <br />OCCUPANCY BY PERSONS 55 YEARS OF AGE AND OLDER <br />Mayor Stolzmann introduced the item and asked for disclosures; seeing none she opened <br />the public hearing. <br />Interim Planning Director Ritchie stated this is a request to amend the Takoda General <br />Development Plan (GDP) and a request to amend the Takoda Subdivision Agreement. <br />She reviewed the site and history of the development. The applicant is requesting to <br />reduce the maximum commercial space to 15,000 sf from 76,055 sf; increase residential <br />units to 59 from 32; revise access from Kaylix Avenue to one-way in; remove the <br />requirement for 24 units to be occupied by persons 55 years of age and older; reduce <br />maximum height to 30' from 35'; and revise the lot width and lot size standards. <br />She reviewed the traffic study and the impact of the average daily trips. She reviewed the <br />densities of the surrounding neighborhoods. The applicant is also asking for revisions to <br />the concurrency requirement asking for 60% of the residential permits to be approved <br />with 50% of the commercial permits and the other 40% of the residential permits be <br />approved with the other 50% of commercial permits. <br />She reviewed the fiscal analysis of the proposal noting the difference between the low <br />and high scenarios. She reviewed the developments in Louisville and the surrounding <br />areas that have a mix of housing and commercial. <br />She reviewed the Comprehensive Plan policies and Small Area Plan policies noting the <br />application meets those policies. Staff recommends approval of the ordinance and the <br />resolution. <br />
