City Council <br />Meeting Minutes <br />October 5, 2021 <br />Page 5 of 11 <br />Brian Bair, Mass Equities, gave the applicant presentation. He gave some history of the <br />company and some of their projects. He showed a possible site plan with the various <br />types of attached housing they have in mind including duplexes and townhomes that are <br />consistent with the Comp Plan and Small Area Plan. <br />He noted there is very little housing available in Louisville and almost none that is <br />attached housing. He reviewed the commercial market and what might be needed and <br />how this would fit in. He noted this GDP proposal would generate less traffic than the one <br />that is currently in place. <br />Mr. Bair reviewed the changes they had made to the proposal after getting community <br />input. He noted the proposal meets the Comp Plan and provides attainable housing that <br />is near the core downtown. <br />Mayor Stolzmann opened the first public comment period. <br />Tal Kitron — 2258 Park Lane stated he is against the proposal as is. The development <br />doesn't fit with the community and hasn't been well received. <br />John Leary — 1116 LaFarge Ave — stated he opposed reducing the commercial square <br />footage. More senior housing and affordable housing is needed. He urged a no vote and <br />asked Council to delay new development until the Comp Plan has been updated. <br />Mark Cathcart — 1763 Sweet Clover Lane — states he has concerns about changing the <br />commercial square footage and additional traffic in the area. He urged a no vote. <br />Mayor Stolzmann commented that there was no affordable housing in the paired units <br />and asked if it would be in the other units on the property. She also asked if it was <br />allowable to concentrate all the affordable housing in one area of the property. <br />Interim Planning Director Ritchie stated that at this time the applicant is exploring all their <br />options including the fee -in -lieu. <br />Mayor Stolzmann commented there is nothing that ensures affordable housing will be <br />built. Interim Planning Director Ritchie responded that the developer will be subject to the <br />inclusionary housing ordinance passed by Council. <br />Councilmember Lipton asked the applicant if they had an anticipated price point for the <br />housing units. Mr. Bair responded that the market seems to be $500,000 to $700,000 for <br />attached housing with less for the town homes. He said this will be hard to determine until <br />there is a real design for the project. <br />
