Planning Commission
Meeting Minutes
March 11, 2021
reasonable. He added that the intent was to do string lighting on the deck with a low -
lumen output per lamp and multiple lamps per string.
Williams shared her appreciation for the presentation.
Moline asked Planner Ritchie if music was allowed past midnight at Lucky Pie and
Moxie based on the current language.
Ritchie replied that that was staff's interpretation. The conditions on music represented
iterations over time and, given that it was not specified, the City would interpret the
language to allow music.
Brauneis asked for public comment and asked Planner Ritchie to read in two recent
emails to the record.
Ritchie read the two emails as follows:
From patrocco@comcast.net:
"I'd like to comment on the plan to expand the rear of 809 Main, and allow outdoor eating and live
music. We live on Lafarge, and are very effected by all of the noise, activity, crowding, increased
traffic, etc. by all of the restaurants in Louisville right behind our home. The last thing we need is
more noise, more smoke, more people congregating behind our back yard. The Waterloo has
already proven to be very challenging for us. We're constantly having to hear all of the crowd
noise, "radio" music, and live music when we really would like a little quiet. Why can't they point
their speakers toward Main St. instead of at us? Imagine watching a movie during a quiet scene,
and all you hear is the noise from the restaurants. Not to mention trying to sleep at night. This last
year really has been so much nicer for us in this regard. Except for all of the extra traffic directed
onto Lafarge, which is another story. I say NO to this request!! Thanks."
From Marianne Gibbs, 822 LaFarge Avenue:
"I'm a big supporter of live music but not daily until 12 a.m. with no way to escape as my home
backs to the alley from LaFarge. We will do our best to attend the online meeting. Thank you for
doing the hard work of negotiating balance and interface between a cherished vibrant Main Street
and the adjoining historic residences. It's a unique and nuanced interface which deserves a
mutually agreeable solution."
Brauneis asked for public comment. Seeing none, Moline made a motion to enter the
emails into the record. Williams seconded. Motion approved unanimously by voice vote.
Brauneis asked for summaries.
Ritchie shared that if the Commission had questions about the preservation aspect of
the project, Planner Kim Bauer was on the call, and otherwise staff recommended
approval.
Busa stated that he was grateful for Mr. Johnson's design abilities and stewardship of
the town's needs and concerns. He stated that Tebo Properties tried to be as
considerate as possible with their downtown properties. He gave kudos to Mr. Johnson
for advocating to make the structure smaller to be a good neighbor.
Brauneis opened discussion.
