City Council <br />Study Session Summary <br />January 20, 2022 <br />Page 2 of 3 <br />• Our GIS maps now have a large amount of information embedded and also <br />many new layers. We are getting offers to map via drone and are trying to see <br />what is feasible and necessary. <br />• 85 homes are still without water; we are working to communicate directly with <br />those homeowners to set up testing. Some may be on fairly soon but we are still <br />waiting for testing results for many. <br />• The experts are still working on how best to apply the tackifier. We do know it is <br />not as effective when applied over snow. <br />• The County is taking some extra time to look at the schedule for the tackifier <br />application to allow people a chance to sift through debris before it is applied. <br />We should have better information on that schedule early next week. This is <br />really a balancing of public health interest and allowing people access to <br />properties to sift for items and visit with insurance adjusters. <br />• Planning Commission will meet February 10 to review some zoning code <br />amendments. That will then come to City Council for consideration on February <br />15. <br />• Planning is trying to directly communicate with those property owners who have <br />not submitted an ROE form. <br />• Planning will begin releasing demolition and right-of-way permits as soon as next <br />week for those not joining joint debris removal process. <br />• Our new recovery manager's priorities are establishing a consistent structure for <br />recording purchasing and expenses and staff expenses; debris removal; <br />individual assistance; and records management. <br />• Longmont has offered some staffing help for disaster recovery. <br />• Police Department working on long term neighborhood security plans. <br />• Library is distributing KN95 masks through a state initiative; staff is working to <br />get a direct delivery to Balfour for their residents. <br />• Sidewalk snow removal in fire areas is being monitored but property owners <br />shouldn't be concerned right now. <br />Councilmember Brown noted the ROE form is very complicated. Where can people go <br />with those questions. City Manager Durbin stated that is a County form and we can't <br />answer those questions. We hope the debris removal meeting tonight answers a lot of <br />questions. <br />Mayor Pro Tern Maloney asked if the homeowners around the impacted retaining walls <br />are being contacted individually. City Manager Durbin stated there are impacted walls in <br />three neighborhoods and some are on private property and some on public. Planning is <br />working to see which areas might be under City control and those under HOA We may <br />need help from FEMA as in some places where damage to private infrastructure is <br />affecting public infrastructure. <br />Councilmember Fahey asked how the Enclave residents can get plat information on <br />zoning and setbacks etc. City Manager Durbin stated that is part of the code evaluation <br />
