City Council <br />Study Session Summary <br />January 24, 2022 <br />Page 2 of 3 <br />• Planning and Building is hosting meetings Wednesday and Thursday regarding <br />rebuilding. Staff is also attending neighborhood meetings as requested. <br />• Planning is working on grant application for DOLA for funding. <br />• The Rec Center continued to give out water for those without. <br />• The utilities staff is focused on the 80 or so homes without water and is <br />communicating with those homeowners directly. <br />• Looking at a high level schedule of what people can anticipate moving forward. <br />• Staff is cutting back its daily debrief from five days a week to just Tuesdays and <br />Thursdays. <br />• Council will also move to a Tuesday/Thursday schedule for these study sessions <br />for the foreseeable future. <br />• Call center volume as declined, next week we will review how long we want to <br />continue this. <br />• The county call center closed last week <br />• Parks/Open Space continues to review fire damage which is easier to identify as <br />the snow melts. <br />• Library handed out another 1000 KN-95 masks over weekend. <br />• People need to return their right -of -entry forms to opt in or out by January 30. <br />Councilmember Brown asked if debris removal will include foundations. City Manager <br />Durbin stated that is the hope but we still don't have FEMA approval on that, so can't <br />confirm it. Mayor Stolzmann stated we should know more information on that once the <br />State submits FEMA application this week. <br />City Manager Durbin reviewed the following questions from Councilmember Brown: <br />• Will there be public funding to cover debris removal above what insurance <br />covers. City Manager Durbin Still waiting on answer for that. <br />• With the County coordinated process delay debris removal. City Manager <br />Durbin stated we don't know yet. <br />• Will the City allow Open Space to be used for staging for construction. City <br />Manager Durbin stated this is a policy issue that Councill need to discuss. It will <br />affect open space and City property. <br />• Will the City prioritize building permits for those rebuilding in the burn area. City <br />Manager Durbin stated staff is working on standing up a standalone process <br />specific for fire properties that would prioritize those permits. <br />• Can these daily meeting transcripts be made available. Clerk Muth stated any <br />person watching the Zoom meeting can download the transcript of the meeting. <br />She noted the transcript is not the official record of the meeting. <br />• Is the City considering lowering permit fees for rebuilding. City Manager Durbin <br />noted the demo permits are being given out at no charge. Staff is evaluating if <br />building permit fees, however building permit fees do pay for the staff we have <br />to review permits and building inspections; if those fees are waived we will have <br />to fund those staff from another source.
