City Council <br />Study Session Summary <br />February 8, 2022 <br />Page 2 of 3 <br />• Finance Department has removed all destroyed properties from utility billing. <br />They are still working know exactly which damaged ones may or may not be <br />occupied. Damaged properties will get another month of zero billing until it is <br />figured out. <br />• Engineering staff are meeting with property owners that have retaining walls that <br />need to be replaced. <br />• Water service is back on for everyone except 4-5 homes that are surrounded by <br />burn areas. None of these are occupied but we want to get water on so they <br />have it for restoration work. We are still waiting on test results. <br />• Open Space and Parks closures continue to allow for damage assessment and <br />repairs. <br />• Facilitated Learning Analysis (FLA) has completed 60-70% of their interviews <br />with first responder to understand what happened and what changes are <br />needed. <br />• We are also participating in a review process with the Fire Department on <br />reviewing any possible changes to parks and open space maintenance. <br />• We have many volunteers, including a group set to work with open space and <br />parks to get them cleaned up as the snow melts. <br />• The business survey got over 100 responses; we will share the results when <br />they are available. It is clear business owners are concerned. <br />• 2 Demo permits have been approved, 8 others are in process. Each applicant <br />will also have a pre -construction meeting with Planning and Engineering to make <br />sure everyone understands the regulations. <br />• Planning Commission meets on Thursday and will discuss the zoning <br />determination ordinance that will come to Council on the 15t". The current zoning <br />code may prevent people from rebuilding what they had before so staff is <br />working on amendments to allow people to rebuild to those setbacks. <br />• Staff has submitted a DOLA grant for a planning consulting to serve as a <br />neighborhood rebuild coordinator. We hope to get approval soon for the funding. <br />• The survey to property owners is still open. We have 370 responses. The <br />answers from this will inform the work of the neighborhood rebuild coordinator. <br />• Library still has KN95 masks available for the public. <br />Mayor Pro Tern Maloney would like to know the schedule for the fencing to share with <br />residents. City Manager Durbin stated work has begun and it should take 2-3 weeks for <br />the complete install. <br />Councilmember Most asked if there has been a formal debrief on the reverse 911 <br />failure. City Manager Durbin stated it has not happened yet, but know forensic work is <br />underway. We will share any information as we get it. <br />Councilmember Brown asked about the Boulder Valley Building Expo and if Planning <br />staff will be in attendance. City Manager Durbin stated staff will have a table at that <br />
