City Council
Meeting Minutes
December 7, 2021
she was as a citizen exercising her First Amendment rights. Once elected she stated it
was incumbent upon her to act in a quasi-judicial manner as it relates to these
deliberations on this issue. She stated she has reviewed all deliberations and the packet
material for the public hearings. She added that she has read the Comprehensive Plan
and other documents. She feels she can make a decision based on that research.
Mayor Stolzmann stated there is a legislative breakfast with a number of sponsors
including the Redtail Metropolitan District she will not attend due to avoid any appearance
of ethics issues.
Mayor Pro Tern Maloney stated the petition and referendum leads him towards the path
to send this to the voters. He stated he would like to hear from the citizens on this issue.
He added that Council will be updating the Comprehensive Plan next year and that
Council should understand the will of the community.
Councilmember Fahey stated it is important to her to hear what the citizens say, and she
would like to hear what the broader group of citizens want.
Mayor Stolzmann said both options are viable. She supports repealing the ordinance. She
stated that reviewing these materials takes a lot of time and that is why there is a Council
to make these decisions. There is a tremendous amount of confusion on what was
approved in the land use application and what is on the table. It would be a lot of work to
ask community members to fully research this.
Councilmember Most stated that based on some comments received during deliberations
and conversations with community members, she feels 70% of those she had spoken to
during her election process were vocal about this. She is confident where the community
stands on this.
Councilmember Dickinson heard from a lot of frustrated people. A clear majority of people
that have communicated with Council are not happy, but that was a sample size of the
larger population of Louisville. It seems that what is being asked of Council is to find out
what the residents say. He stated he is looking forward to the community being able to
vote on this topic, he believes both sides are asking for the people to decide.
Public Comments
Sherry Sommer, 910 South Palisade Court, did not speak in support of either the
resolution or ordinance but expressed her understanding that it could be either option.
Susan Morris, 939 West Maple Court, spoke in support of the repeal and asked that
Council to not spend the money on a Special Election.
A.K. Torvik, asked Council to allow the citizens of Louisville to vote.
