9. Discussion on Recommendations for Capital Improvement Projects <br />• Funds approved for 2022 to cover the following projects <br />i. Park Rule Signs: Ellen: will these be unique per Park, so they can include the <br />Park name, or will they be generic? Dean and Ember: Under discussion — to be <br />considered will be a concept in tandem with trail signs. <br />ii. Equipment Repair/Replacement (mowers, chipper) <br />iii. Community Park Irrigation Mainline Replacement ($500K): Replacing PVC piping <br />with HDPC piping which is more flexible and much longer lasting. <br />iv. Playground Replacements <br />v. Site Furnishing Replacements ($25K): picnic tables, trash cans, benches, etc. <br />vi. Park Landscape Renovations ($50K): landscape areas such as out of the way <br />shrub beds — changes to design to better support organic practices. <br />vii. Median Improvements ($300K) <br />1. Patricia: What kind of upgrades were slated before the fire? Was the <br />plan to complete planting in 2022? <br />2. Dean: Conceptual plans were put in place; design phase was completed. <br />Focus became maintain what we have, fix what we can as funding was <br />cut during Covid. Removal of struggling trees, improve landscaping and <br />repair irrigation. We had not moved into a planting planning phase. <br />3. Ellen: Key concept is maintenance. Can these concepts lead to areas <br />that can be maintained? There were also historical discussions around <br />the use of turf grass in medians, the pros and cons with upkeep using <br />water, mowing, spraying, etc. Think about how the medians could look <br />with less turf grass. <br />4. Shelly: Will the money be a "use it or lose it" or will we be able to hold <br />onto these funds to give enough time to complete this project. Dean: It <br />will be best to use the money this year. The fire did burn some median <br />shrub beds. Still researching if there will be any FEMA funds to mitigate <br />burned landscape. <br />5. Laurie: Original concepts also included colorful plantings. John: supports <br />the use of color in medians and other Parks. Dean: Big pots of color at <br />the medians can support this concept. <br />6. Kurt: There is a master plan for the medians around 3 years ago: does <br />the master plan represent a good consensus for the medians? Ellen: <br />There may have been a change in public opinion especially regarding <br />turf grass and larger scale removal of failing trees. Board is looking <br />forward to re -visiting the master plan and discussion around ash trees, <br />especially as the ash borer moves through. <br />4 <br />
