Planning Commission
Meeting Minutes
April 17, 2008

Hartman expressed concern that the Historic Preservation Commission could not
provide a detailed report of their findings for the historic value of the current home. She
also stated her issues with four (4) buildings (2 homes and 2 detached garages) instead
of one (1) larger home with a possible attached garage. She stated she does not
support the subdivision.

Lipton stated he would vote against the subdivision. He stated he felt that consideration
should be given to comments expressed by the neighbors and their not supporting the
subdivision. He also feels it not does fit the character of the neighborhood. He would
support one larger residence.

Pritchard stated his support of the subdivision. The location of the lot is in an area that
he would refer to as a transition area, very similar to the transition area in Downtown
Louisville of the Commercial zoning and the residential zoning. The product type that is
being proposed by Ramsey is a needed. Also, the market will really determine what
happens with the lot or lots.

Tengler stated his support of the subdivision. He appreciates the work he has observed
that the applicant has done on other projects. The four (4) structures on the lot would
have less visual impact because the detached garages would be limited to a 20' height.
He asked if the Commission could impose limits or conditions.

Wood requested perm ission to address his question.

Wood stated the subdivision could carry regulations on bulk, setbacks, etc but could not
set limitations for a specific design standard. Any structure that is built will be required to
meet the Old Town Overlay Zone District regulations. The subdivision is not eligible for
a planned unit development (PUD) because it is not large enough in area.

Sheets stated her support of the subdivision because the two single-family homes
would be more in character with the neighborhood then one larger home. The density of
two homes, the environmental footprint and pricing of the homes will be more fitting for
Louisville.

Sheets moved and Tengler seconded a motion to approve Resolution No.1 0, Series
2009 as presented by staff.

Roll Call Vote:

Name Vote
Jeff Lipton No
Chris Pritchard Yes
Susan S. Loa No
Gail Hartman No
Monica Sheets Yes
Cary Tengler Yes
Scott Russell Abstain *
Motion tied: 3 to 3 and 1 abstain

* Russell abstained because he did not hear the staff presentation and most of
the applicants presentation.
