Leah discussed the underpass art project. The artists requested a QR Code to be installed near <br />the tile mosaic to link to a webpage that would provide background and detail on the work. Action Item: Assign member to research design & cost of QR code <br />Leah asked for someone to work on the background and to bring a proposal to a future <br />LCC meeting for approval. <br />Sarah agreed to run with this. Mark agreed to help and provide examples. <br />c. Discussion Item: Kestrel Mural unveiling (Mark) <br />Not currently scheduled, would like to do as soon as weather is cleared. Mark wants to include <br />Boulder County, Kestrel Housing development and possibly Senator Joe Neguse in the invitation. <br />d. Action Item: Subcommittee formation for additional public art initiatives <br />Leah agreed to put an item on the March agenda for a public art subcommittee. <br />Mark agreed to bring an update on prior sub -committee and identified projects. He said the <br />prior sub -committee had stalled due to meeting issues and the onset of COVID. <br />XIII. Arts Grants <br />a. Information Item: 2019-2021 Arts Grants Recipient Updates (Erica) <br />Erica said she had access to grant information going back to 2019 only and covered the general <br />rules for applicants who receive art grants. She said that the LCC had not followed through over <br />the past 2-years to make sure applicants had fulfilled these. She also said that some grant <br />applications had not been fulfilled and projects cancelled and the city refunded. Another project <br />didn't respond, but did later perform in Lafayette, it's not clear if this used Louisville grant <br />application money. Two other 2020 projects were not completed, applicants are not <br />responding. Only two 2020 recipients completed their evaluations, the remaining four had no <br />responded. <br />For 2021, one recipient used money for operational expenses, Erica noted she had no <br />documentation approving this; One project due to be complete in March, another partially <br />completed and eight were fully completed, 2-evaluations have been completed, 7x have been <br />requested. <br />Erica said it was important to do better to track the processes, to make sure the money was <br />spent effectively, to ensure that future grants should not be given to those that have not <br />adhered to past awards.
