<br />WATER REBATE POLICY <br /> <br />Councilman Fauson <br /> <br />ACCEPTANCE OF THE CITY <br />ATTORNEY'S REPORT <br /> <br />CITY ADMINISTRATOR'S REPORT <br />Shooting Range on Rock Creek <br />Farms <br /> <br />NOT APPROPRIATE USE <br /> <br />11/3/83 <br /> <br />Page -17- <br /> <br />Attorney Rautenstraus advised this item was <br />placed on the agenda to discuss with council. <br />Approximately a year ago an ordinance was <br />adopted which allowed for a water rebate <br />to senior citizens and there was a graduated <br />scale which was based on income. In dis- <br />cussions with Director of Financial Services <br />Asti-Cara.nci there have been some concerns <br />and problems in trying to figure and get the <br />informati.on from people with respect to their <br />income and to determine where they fit in the <br />category. She has requested that council <br />review this to see if there is any inclination <br />to change the ordinance to provide a flat <br />fee for the rebate, rather than figuring it <br />on a graduated income basis. Director Asti- <br />Caranci suggested a half-way figure between <br />$48.00 and $12.00 or $30.00. <br /> <br />Commented that several of the senior citizens <br />spoke with him and they did resent giving their <br />amount of income and favored the flat rate on <br />the high side if that is possible. <br /> <br />Discussion by council regarding the fiscal <br />impact on City's budget if flat rate was <br />given; suggestion that credit be given against <br />3 months water bills. No decision made. <br /> <br />Councilman Fauson moved, Councilman Ferrera <br />seconded that the City Attorney's report be <br />accepted and placed on file. Question called <br />for. All in favor. Motion carried. <br /> <br />Administrator Wurl stated that he had just <br />received a letter stating that the Boulder <br />County Sheriff's Department has requested per- <br />mission to install a practice shooting range <br />on Rock Creek farms. Our comments must be <br />back before November 9th as the public hearing <br />is November 15, 1983. The Sheriff's Depart- <br />ment wants to take a parcel of the farm at <br />the corner of Brainard. It was his feeling <br />this was not a good use for open space, but <br />he would do whatever council wished. <br /> <br />Councilman Leary moved, Councilwoman seconded <br />that the City Administrator write a letter <br />that the City Council of Louisville does <br />not think this is an appropriate use of open <br />space. Quest.ion called for. All in favor. <br />Motion carried unanimously. <br />
