BRUCE YOUNG <br />MENTAL HEALTH <br /> <br />11/3/83 <br /> <br />Page -3- <br /> <br />Councilmembers Leary and Morris stated this <br />was their understanding also. <br />Administrator Wurl commented this was his <br />initial feeling; however it was not in the <br />Director of Public Safety's budget as a <br />specific item allocated for Crime Stoppers, <br />and when he discussed this with Director <br />Leesman, Leesman advised that it was not. <br />When asked if cuts could be made in his budget <br />elsewhere to fund this program Leesman said <br />no. <br /> <br />Commented that it was her feeling that $5,000 <br />was set aside solely for Human Services, not <br />to include LDC or the Chamber of Commerce. <br /> <br />Commented when the Chamber of Commerce fund- <br />ing was discussed last year, that because <br />of their bi-laws, council decided not to <br />become a member but that the Chamber repre- <br />sentatives corne in with a specific project <br />that would be beneficial to the city and <br />request funding for this. Felt this policy <br />should be followed in 1984 also. It was his <br />understanding that the Contingency Fund in the <br />council budget did include Human Services <br />but was not an exclusive fund but to deal <br />with other requests for funding also. <br />Inquired what the request was from LDC. <br />Administrator Wurl stated it was approximately <br />$6,200.00. Also stated that the next payment <br />from the Interchange Agreement is required <br />to be paid before February 1, 1984. <br />Councilman Leary then asked if this request <br />from LDC was in excess of this anticipated <br />payment from the Interchange Agreement, or <br />is it the first installment of the $25,000? <br />Administrator Wurl stated this was not clear <br />to him at this time. <br /> <br />Mr. Thompson provided councilmembers with <br />a copy of the request from LDC in the amount <br />of $6,190.00. <br /> <br />Mr. Young stated that he resided at 962 W. <br />Willow and had been on the Mental Health <br />Board for 6 years, also was a member of <br />the Mental Health Foundation. Mental Health <br />is not a Boulder County Institution; is non- <br />profit and the only way they can continue <br />their program is by funds they receive from <br />various cities and the County.
